摘要
随着全球化的不断深入，知识经济也在全球兴起。工业革命目前正经历着工业第
四次工业革命。而作为工业中最传统制造业，工业的革命也催生了制造业的革命。德
国提出了工业 4.0 概念，中国也提出了“中国制造 2025”，希望通过转型升级，从制
造大国转变为制造强国

作为制造业中最为成熟、技术含量最高的汽车行业，也经历着蜕变和变革。随着
汽车行业不断深入发展，国民经济收入水平不断提高，中国的汽车保有量不断增加，
汽车企业的竞争也日趋激烈。产量、销量双双突破新高。为了能在市场上立于不败之
地，每家汽车企业都不断新建工厂、升级流水线、拓展车型，扩大产能。中国汽车企
业的发展是中国制造业发展的缩影。而传统的汽车制造业安全管理模式越来越不适应
当前的汽车制造业安全管理，开展汽车制造业本质安全管理评价体系的研究，是加强
安全基础管理，增强汽车制造企业的竞争力，促进我国汽车制造业安全生产形势稳定
好转的有效途径

论文采用了理论与实践研究相结合、定性与定量相结合、系统方法与结构方法相
结合的研究思路和方法。通过对论文课题的现状分析、本质安全研究成果现状，阐述
研究课题的意义，明确研究方向、思路及方法，并深入研究的本质安全理论、方法；
并结合安全管理现状，分析本质安全理论和方法对安全管理的必要性和可行性。紧接
着下文以上汽大众汽车有限公司为例，凸出企业建设人的本质安全、三同时的本质安
全、设备设施维护的本质安全、组织机构健全与保证的本质安全、标准与制度建设的
本质安全等，并将 PDCA 模式融入由若干个管理单元构成的本质安全管理体系中，
从而构建出上汽大众汽车有限公司的打造本质安全型企业的管理模型。最后论证了本
质安全管理在上汽大众汽车有限公司中的实施，详细的陈述了构建本质安全型上汽大
众汽车有限公司管理系统的应用全过程

本论文通过对一家典型的汽车企业的安全管理问题及安全风险分析，应用本质安
全管理方法，持续改善企业安全管理，该方法对其他汽车制造企业也有借鉴作用
