摘要
组织管理体系对企业运营的意义特别重要,不管是社会市场大环境的变化无穷,还是企业生产
运营环节的各种变化,都要求企业组织管理体系随之而作相应的变化,否则很难保持长久的发展

各个企业有各个企业的组织管理形式,每个企业的组织管理体系,是企业运营过程中重要的管理内
容部分。通常的说,首先企业管理者站在长远企业发展的高度,对企业文化、战略规划和企业最终
发展的目的方向进行周全的设计,组织管理体系的存在首先是领导者对其进行战略规划的设计;其
次为实现这种目标,从企业内部组织构架和每个岗位的职能及他们之间的责权利的关系进行设计;
最后是资金审批流程、文件流转流程、盖章流程、发文流程等各方面的流程设计。用规章制度使企
业正常运营,用绩效考核来激励组织高效运行。并且组织在运营的过程中出现偏差矛盾等,领导者
要以动态的形式进行必要的调整和变动,因此组织管理体系包含对组织构架的规划、运营、考评、
变更等四个方面,其中特别重要的是组织的规划管理

本文根据房地产开发公司的组织管理存在的不足与问题,以先进企业的组织管理为指导,结合
中国房地产项目组织管理的现状,通过天润公司分析发达国家房地产企业项目组织管理特点;分析
了其优缺点,剖析国内房地产大型标杆企业项目组织管理特点,提出了北京天润房地产公司在组织
管理体系中存在的问题,并提出整改方案意见,给北京天润置地集团高层的领导对组织管理体系整
改提出可借鉴建议

本文章节主要分六章内容。首先是绪论,以项目组织管理体系研究背景及意义为开始,介绍了
中国房地产项目组织管理历史情况以及我国房地产企业的项目组织管理发展趋势,阐述项目组织管
理体系特性及变革的根本原因。阐述房地产企业中组织管理的定义与组成及房地产公司项目组织管
理类型组织管理体系的概念和内容,包括综合管理设计、职能管理设计、组织结构设计管理、组织
管理职权设计管理等内容。分析天润房地产开发有限公司中国房地产项目组织管理的现状,从职能、
体系、流程、考核四个方面进行阐述;然后介绍天润房产公司项目的进度、质量、成本及合同管理
情况,分析公司的项目组织管理的实施效果,为分析问题奠定了基础。对北京天润房地产企业现有
的项目组织管理体系进行了对比分析,诊断天润房地产开发有限公司项目组织管理中存在的问题及
分析,指出了其项目组织管理体系中存在的问题,特别是组织的规模、经验、沟通、责权利、变更、
发展空间等多方面进行分析。从北京天润的发展所处的历史阶段出发,剖析国内房地产大型标杆企
业项目组织管理特点,分析房地产项目组织管理体系动态调整与企业发展各个阶段的相匹配各种情
况。最后是对文章的总结。天润房地产开发公司房因项目组织管理优化及措施

Abstract
It is particularly important to be organization management system on the significance of enterprise
operation, whether it is endless change of social market environment, or internal operation processes a
variety of changes , enterprise organization and management system attendant for the corresponding
change, it is difficult to keep long-time development.It has each enterprise&39;s organization management form,
each enterprise&39;s organization management system, is the enterprise management in a breakdown
content.Generally speaking, the organization&39;s management system there is the first design leaders on the
strategic planning, the careful arrangements include: integrated design, function design, structure design,
power design, organizational structure change and the post responsibility arrangement, when the design
content is determined, the leader in system the form is clear and standardized, the organization system in
the internal and external environment of specific enterprises, through various means to achieve the goal of
enterprise evaluation and organization, and contradictions in the operation of the deviation, the leader
should make necessary adjustments and changes in the dynamic form, so the organization management
system of the organization design, planning operation, assessment and modify four aspects, the most
important is the design planning and management organization.
Through the shortcomings and problems existed in the organization and management of Tianrun real
estate development company, with advanced enterprise management as a guide, combined with the status
quo of China&39;s real estate project management, through Tianrun company and analysis of developed
countries real estate enterprise project management and organizational characteristics; analysis of its
advantages and disadvantages, analysis of domestic large real estate benchmarking enterprise project

This article is divided into six chapters. First is the introduction, starting with the research background
and significance of project organization management system, this paper introduces the history of Chinese

management system and the root causes of transformation. This paper expounds the definition and
composition of organization management in real estate enterprises and the concept and content of the
organization management system of real estate company project organization, including integrated

organizational management authority design management, etc. This paper analyzes the present situation of
the organization and management of Chinese real estate project in day real estate development co., ltd, and
