本文结合现代生产计划管理思想及相关理论,主要运用了文献研究、调查研究、
案例分析、归纳、数学分析等研究方法,并结合 ZDES 研究所生产计划制定与实施的
现状进行分析研究。通过改进该研究所的生产计划制定与实施的方法来提高产品的按
期交付率。该研究所连续 10 年的交付数据说明并未达到饱和产能,还是每年每月都
有部分产品延期交付,给企业声誉带来了极坏的影响。分析得出,ZDES 研究所的生
产计划管理上做的不够完善,导致产品加工信息不畅通,中间流装环节过多,缺乏市
场预测等问题。只有运用一次平均值法科学的进行市场预测、按照产品加工流程合理
的优化加工部门职责、采用瓶颈约束理论(TOC)、物料需求计划(MRP)理论、准
时生产方式(JIT)相结合的方法加强信息化管理,最终寻求了一个适合 ZDES 研究
所的生产计划制定与实施方案。该论文的研究成果对 ZDES 研究所在生产计划制定与
实施方式具有深远的意义,从而有效的解决企业延期交付的问题,使得企业生产能够
快速灵活的适应市场需求,给企业带来了显著的经济效率
本论文之后的研究方向及存在的不足:第一,文中所提到科学的市场预测,在预
测上还有一些误差,后续可以从多种分析方法入手,选择更加准确的预测方法。第二,
随着科学技术的不断进步,客户的需求也在上升,为了满足客户需求,不断优化生产
计划制定与实施的信息化管理,才能使得企业管理水平达到新的高点

ABSTRACT
Traditional manufacturers face big shock and have to shrink production cycles to earn
more fortune resulting from information technology developing rapidly, global economy’s
fierce competition, customers’ changeable demands and production lifecycles and
production cycles being squeezed in this constantly changeable market. ZDES affiliated
with central government-owned companies is large high-tech backbone institution founded
in October in 1961. This institution is a technology entity with well-equipped establishents,
completed facilities and owning scientific research, developing design, batch process,
quality control, marketing service and so on comprehensive functions. However production
planning and implementation has comparatively fallen behind. Unreasonable planning,
problems happened during implementation and so on frequently lead to ZDES institution
cannot complete products on time which result in low customers’ satisfaction and shortage
of competitive power in the market. In term of these above, how to increase percentage of
completing on time has become a main aim.
The thesis combines modern manufacture planning management and related theories,
mainly making use of document research, survey research, case study, induction, math
analysis research methods, in addition to combining production planning and
implementation current situation of ZDES institution to analyze and research. Develop
production planning and implementation’s methods to increase percentages of on-time
completing. Constant ten year’s delivery data demonstrates that this institution hasn’t run
near full capacity, however delayed completing part products every month and every year
which bring extremely bad influence to company’s reputation. From the analysis, improper
production planning management leads to processing information impeded, too many
intermediate links, shortage of marketing prediction etc. problems. Apply mean value
method to predict market scientifically, perfect department responsibilities reasonably
according to product manufacturing flow, integrated TOC, MRP, JIT to reinforce
information management and explore a suitable production planning and implementation
plan for ZDES institution finally. The research output has profound significance on ZDES
institution production planning and implementation. This can solve problems of delaying
completing products effectively, make the institution to adapt to demands quickly

Future development trend and deficiencies: Firstly, there is some error in scientific market
predicting mentioned in the thesis. More accurate predicting methods can be chose form
various analytical methods in the future study. Secondly, in order to satisfy customer
demands, constantly optimize production planning and implementation information
management to make company reach new management peak with constant technology
development and increasing customers demands sa well.
