摘要
市场稽查员是我国烟草专卖局落实行使国家法律法规、维持烟草行业秩序
的首要操作者,是烟草专卖局的核心业务构成员工。按照执法者的构成来说,
稽查员人员众多、站在首要执法一线,不论是烟草行业法律规章的准确执行,
还是烟草企业执法公正的外在表现,都由他们的技能和素养直接决定,在烟草
行业领域维系公正环境有着举重若轻的地位。鉴于市场稽查员在烟草专卖局中
所处的特殊地位,提高市场稽查员岗位胜任能力、建立针对其有效的培训管理
体系对企业未来的发展、提高核心竞争力至关重要

本文选取辽源市烟草专卖局市场稽查员作为研究对象。首先,通过对市场
稽查员岗位员工进行问卷调查,对调查结果进行整理分析,深入了解企业市场
稽查员的岗位特点,并结合辽源市烟草专卖局人力资源现状,分析现有其岗位
培训系统还有诸多问题,提出根据胜任力模型来构建市场稽查员的培训体系

其次,基于胜任力和胜任力模型等相关理论,结合前人研究成果,围绕辽源市
烟草专卖局的具体工作实际,构建市场稽查员的胜任力模型,开展各种胜任特
征的评估,按照岗位需求胜任能力与现有胜任力作比较,寻找距离,再对比现
有的培训系统,进行依据胜任能力的培训需求调研分析,制定包括培训目标、
培训内容、培训方法等内容的详细可行的培训计划,完善培训实施,最后开展
能够提升胜任力的培训评估,建立科学的基于胜任力模型的培训体系

本文以理论和实践相结合,充分发挥胜任力模型在烟草市场稽查员培训管
理中的作用,主要针对基于胜任力模型培训体系的研究思路和实际运用进行阐
述,设计与辽源市烟草专卖局企业环境相适应的培训流程,建立依据胜任力模
型的市场稽查员培训管理系统,进而完善辽源市烟草专卖局的市场稽查员岗位
的培训体系。本研究的理论探索、培训体系的构建,将为辽源市烟草专卖局市
场稽查员培训管理提供科学的、现实的参考

Abstract
Market inspectors as the Tobacco Monopoly Bureau to implement national laws
and regulations, to maintain the cigarette market order of the direct implementation
of the Tobacco Monopoly Bureau is the core business members. From the
distribution of law enforcement officers, the largest number of them, the closest line,
the most representative of the image of the tobacco industry, their ability to directly

in the tobacco monopoly bureau, it is very important to improve the competency of

future development and core competitiveness of the enterprise.
This paper selects the market inspector of Liaoyuan Tobacco Monopoly Bureau
as the research object. First of all, through the questionnaire survey of market
inspectors, the paper analyzes the results of the investigation, analyzes the
characteristics of the market inspectors and the status quo of the human resources of
the tobacco monopoly bureau in Liaoyuan City, analyzes the existing job training
system The paper puts forward the training system of the market inspector on the
basis of the competency model. Secondly, based on the relevant theories of
competency and competency model, combined with the former research results,
around the concrete work of Liaoyuan Tobacco Monopoly Bureau, the competency
model of market inspector is established, and the competency model of competency
model is established. Based on the analysis of the difference between the target
competency and the actual competency level, this paper analyzes the training
demand based on the competency and combines with the traditional training
management, and makes a detailed analysis including training objectives, training
contents, training methods and so on. Feasible training plan, perfect training

promotion, and construct a scientific training system based on competency model.
Based on the principle of combining theory with practice, this paper gives full
play to the role of competency model in the training of tobacco market inspectors. It
mainly elaborates on the train of thought and practice based on the competency
model training system, designs the enterprise environment of Liaoyuan TobaccoIII
Monopoly Bureau The training system of market inspectors based on competency
model should be constructed and the training system of market inspectors in
Liaoyuan Tobacco Monopoly Bureau should be perfected. The theoretical
exploration and construction of the training system will provide a scientific and
realistic reference for the market inspector training management of Liaoyuan
Tobacco Monopoly Bureau.
