摘要
在生产力的所有要素之中,人这一资源位于第一要素之首。人力资源是指在
特定领域之内的劳动者所具备的劳动能力的总合力,是在生产力所有要素中最活
跃、最积极的因素,是一个组织存在和成长的根基。一个组织中人力资源的总数
多少和品质优劣,在很大程度上支配着该组织的存活与成长。人力资源管理是组
织、调配、协调人力资源的方法和手段,是指在科学管理的指引下,对与搭配相
应物力的人力进行科学、协调、合理地管理、培训教育、组织和调配,使人力、
物力、财力随时能保持最佳搭配与融合。同时,能正确诱导、统一、调和人的思
想认识、精神文化和行为动作等,以最大限度激发人的主观能动性和奉献精神,
以实现组织的最优发展。当前,在经济社会发展多元化的大背景下,人力资源管
理在组织管理中的作用尤为突出。一个组织中员工综合素质的优差、人力资源管
理效率的高低直接决定了该组织能否能健康地存在,和谐、长久地发展

基层央行作为中央银行的下级机构,是整个人民银行系统的分支末端,是中
央银行发挥金融宏观调控职能的关键构成部分,它主要担负着贯彻执行落实好国
家货币信贷政策、保护辖区金融平安稳定、提供辖区金融服务、维护辖区经济有
序发展等职能。在金融体制的不断革新和发展作用下,基层央行在中央银行宏观
调控职能中发挥着不可或缺的作用,尤其是在 2003 年银监独立分设后,基层央
行又被赋予了新的职责,这必然使基层央行的人力资源管理也面临了新的挑战,
这要求基层央行的工作人员要重新提高思想认识、更新学习内容、加强新业务的
学习,从而提升综合业务能力,以面对和适应复杂的金融市场环境变化。然而,
在实际工作中,目前基层央行在人力资源管理的理念、分配制度、激励机制、教
育培训等方面还存在着很多不足之处。尤其是近些年来,基层央行员工队伍呈现
出较为严重的人才缺失、老龄化和队伍素质参差不齐等情况,加之在人力资源管
理上,职业发展通道不均衡,专业技术员工在同行政职务的比较下,很难发挥自
己的工作主动性和积极性,造成基层央行人力资源管理工作没有真正发挥出其应
有的效果。因此,如何提升基层央行人力资源管理的效能已成为目前非常重要的
一个问题

本文以人力资源管理的基础理论为支撑,从新形势下对基层央行的职能需要摘要

及对人力资源管理的要求出发,以晋宁支行为例,分析了基层央行人力资源管理
的必要性,提出了基层央行人力资源战略目标及执行措施。结合基层央行工作的
实际状况,具体分析了基层央行人力资源管理现状,基层央行人力资源管理的优
势、劣势、机会与挑战,基层央行人力资源管理中的问题及原因分析,从而提出
提升人力资源管理的必要性。在此基础上,分别从人力资源管理目标、管理原则、
前期准备与规划、实施的具体措施及风险控制提出了基层央行人力资源战略目标
及实施措施。研究建议基层央行重构人力资源战略目标,优化人员搭配结构、健
全人力资源管理体系、提高人力资源管理效益。在实施人力资源管理措施中,建
立强大的人力央行文化,通过多渠道获取人力资源,完善组织内部培训机制,完
善激励机制和考核制度。 并通过人力资源管理风险的预防和规避来实现人力资
源管理

本人在昆明辖区的晋宁县支行从业有十余年,对基层央行职能、职责与人力
资源管理现状有大致的了解,对基层央行人力资源管理也有所思考。结合在 MBA
阶段学习的相关知识,对当前基层央行人力资源管理的现状和问题进行了一定程
度的分析和研究,探索了基层央行人力资源战略目标及实施措施,目的是为基层
央行的人力资源管理提供一些参考建议。但是,由于本人的知识储备和能力水平
有限,本文有很多疏漏和不足之处,提出的个别观点可能也有失偏颇,敬请各位
老师批评指正

Abstract
Of all the elements of productivity, man is at the head of the first element.
Human resources refers to the labor ability of workers in a specific field, is the most
active and positive factor in the productive forces, and is the foundation of the
existence and growth of an organization. The total number and quality of human
resources in an organization largely dominated the survival and growth of the
organization. Human resource management is the method of organization, deployment
and coordination of human resources. it refers to the scientific and rational
management, training, organization and coordination of human resources with
corresponding physical and material resources under the guidance of scientific
management, so as to keep the human and material resources at any time to maintain
the best combination and integration. At the same time, it can correctly induce, unify
and harmonize the ideological understanding, spiritual culture and behavior of the
people, in order to maximize the subjective initiative and dedication of the people to
achieve the optimal development of the organization. At present, in the diversified
environment of economic and social development, the role of human resources
management in the organization management is particularly prominent. The level of
staff comprehensive quality and the efficiency of human resource management
directly determine whether the organization can exist and develop harmoniously.
The basic level central bank, as the lower level of the central bank, is the branch
end of the people&39;s bank system, which is the key component of the function of the
central bank. it mainly carries out the functions of implementing the national
monetary policy, protecting the financial stability, providing the financial services in
the jurisdiction area, and maintaining the orderly development of the regional
economy. With the continuous innovation and development of the financial system,
the central bank plays an indispensable role in the macro-control function of the
central bank, especially after the independent division of banking supervision in 2003,
the grassroots central bank has been given new responsibilities, which inevitably
brings new challenges to the human resources management of the basic-level centralAbstract

bank, which requires the staff of the central bank to improve the knowledge, update
the learning content, strengthen the learning of the new business, to improve the
comprehensive business ability to adapt to the complex financial market environment
changes. However, in the actual work, at present, the grass-roots central bank in the
concept of human resources management, distribution system, incentive mechanism,
education and training there are still many deficiencies. Especially in recent years, the
staff of the central bank show more serious lack of talent, aging and uneven ranks,
and in the management of human resources, career development channels are uneven,
professional and technical staff in the same administrative positions, it is difficult to
play their own initiative and enthusiasm, and the grass-roots central bank human
resources management does not really play its proper role. Therefore, how to improve
the efficiency of the central bank human resources management has become a very
important issue.
Based on the basic theory of human resource management, this paper analyzes
the necessity of the central bank&39;s human resources management, and puts forward the
strategic objectives and implementation measures of the central bank&39;s human
resources management. Combining with the actual situation of the work of the central
bank, this paper analyzes the present situation of the human resources management of
the central bank, the advantages, disadvantages, opportunities and challenges of the
human resources management of the central bank, and the problems in the human
resources management of the central bank, so as to propose the necessity of
improving the human resources management. On this basis, from the human resources
management objectives, management principles, preparation and planning,
implementation of specific measures and risk control puts forward the basic central
bank human resources strategic objectives and implementation measures. The
research suggests that the central bank should reconstruct the strategic objective of
human resources, optimize the collocation structure, improve the human resource
management system and improve the efficiency of human resource management. In
