本文选取河北省欠发达县邱县为研究对象，将国内外县域经济理论和战略管
理理论与当前县域经济发展的实际情况相结合，深入探索推动经济弱县加速发展
的战略举措，提出解决县域经济发展问题的可操作性实施方案，指导经济发展实
践工作。在全面掌握邱县县域经济基本情况的基础上，运用 SWOT 分析法对邱县
县域经济发展战略制定面临的环境形势进行了研究分析。在制定邱县县域经济发
展战略时，坚持遵循新常态下县域经济发展的基本原则，提出了通过抓住京津冀
协同发展、邯郸市东部崛起战略机遇，加大招商引资力度，加快主导产业聚集发
展，推动农业现代化发展、努力拓展现代服务业、统筹城乡一体化发展、积极构
建生态文明体系等战略举措，努力推动邱县又好又快发展。为了使制定的战略及
方案顺利实施，更好的指导实际工作，就战略实施提出了保障措施

County economy is an important part of the national economy, and is the most
comprehensive basic unit in the regional economy, and is also the open, fully
functioning regional economy with regional characteristics in the county-level
administrative region through making overall arrangement and the optimizing of
economic and social resources. Since the 16th of NCCPC, the Central Committee of
CPC and the State Council have paid more and more attentions on the development of
the county economy., The Abstract of the 13th Five-Year Plan form the State Council
and Hebei province have elaborated that the development of county economy is an
important part of the national economic and social development. It is said that the
development of county economy has become the important link and the key point to
promote the strategic adjustment of the structure of economy, and to accelerate the
transformation of economic development model and the realization of a comprehensive
well-off society.
This paper selects underdeveloped Qiu County in Hebei province as the research
object, combines the theory on the domestic and foreign county economy and the theory
on the strategic management with the actual facts of the development of county
economy together, explores in-depth the strategic actions to accelerate the
underdeveloped county, proposes the working countermeasures to solve the problems of
county economy, and guides the practical work in the economic development.On the
basis of fully mastering the basic situation of the economy in Qiu County, the paper
analyzes and studies the new situations faced by Qiu County in planning the economy
development strategy by using SWOT analysis method. Adhering to the basic principles
of county economic development under the New Normal, this paper proposes the
strategic countermeasures that by seizing the strategic opportunities of Beijing, Tianjin
and Hebei developing coordinatingly and the rising of the east of Handan City, Qiu
County shall strengthen the increase of investment, accelerate the cluster development
of leading industry, promote the development of agricultural modernization, try to
expand the modern service industry, plan the integration of overall urban and rural areas,
structure the ecological civilization system actively etc, and endeavor to promote the
sound and rapid development of Qiu County in planning the economic development
strategy of Qiu County. In order to carry out the strategy successfully and guide thepractical work better, the author proposes the supporting measures in the
implementation of the strategy.
