摘要
农民合作化作为新型农业经营主体和新型农业服务主体,对于提高农业产业化
水平,促进农民增收和新农村建设意义重大。近年来,农民合作化在数量上形成了
井喷式发展,合作化类型也变得更加丰富。当前,公司领办型农民合作狂已经
成为农民合作社主流类型之一,但由于农户资金不足、合作社成员异质性强等原因,
公司与普通农户在参与合作社的过程中可能出现不同形式的异化行为,导致农民合
作社益民性本质发生漂移,背离民办、民管、民受益的发展原则,不利于
合作社的可持续发展。本文首先通过整理相关数据和资料,阐述了我国及海南农民
合作社的发展的整体现状,然后通过梳理和对比国内外关于农民合作社的一般理论
和研究成果,总结了农民合作社研究的现状和趋势。接着通过分析调查结果,展现
了海南石解健康产业股份有限公司下简称海南石解公司)领办的农民合作
社的发展现状,揭示了其存在的间题和原因,并有针对性地提出了一些对策与建议

论文主体分为六个部分:
第一部分是引言,通过阐述我国农民合作狂发展现状与前景、海南省农民合作
租发展现巧及问题,交代了研巧的背景;指出了本研究对于海南石解公司领办的农
民合作粗发展W及公司领办型合作社案例研究的意义;梳理了研究的主要内容

第二部分文献综述分为国外研究现状和国内研究现状两个部分。国
外研究现状部分按时间先后总结了不同阶段的研究成果和当下研究趋势;国内
研巧现状部分按主题分类总结了不同的研究观点,并预测了未来研究热点

第H部分从成立背景及简况、资金状况、组织管理、利益联结、股东情况与民
主治理等方面总结了海南石解公司领办的农民合作化的发展现状

第四部分指出了海南石解公司领办的农民合作社存在规模较小,农户搭便车
现象严重;过于依赖公司,参与市场竞争力不足;服务功能有限,促进农户増收能
力弱等主要问题。经分析认为,资金短缺、成员异化行为和制度环境是导致问题产
生的主要原因

第五部分,针对海南石解公司领办的合作社存在的问题,从如下四方面提出了
对策建议:破解融资难题;克服成员异化行为;拓展服务功能;做实利益联结

第六部分为结语,总结全文,展望海南石解公司领办的农民合作社发展前景,
指明本研巧不足和未来努力方向

Farmer cooperatives is a new type of agricultui＊al ma打agement main body and new
agricultural service main body. It is of great significance to improve the level of
agi
＊icu]tural industrialization, to promote 化e farmers&39; income and 化e new rural
CO打struction. I打 rece打t years,the Farmer cooperatives 呂row rapidly in number,types of
farmer cooperative have also become more abu打过ant. At present,the company-led
farmer cooperatives has become one of the mainstream type. However, due to the shortage
of farmers5 funds and the heteroge打eity,there may be different forms of alienation
behavior when farmers participating i打 cooperatives. Result in farmers cooperatives,
pro打t people打ature to drift,deviate from the development principle of found by farmer,
manage by farmer, profit farmer. These are not conducive to the sust:ainable development
of farmer cooperatives. This paper first elaborates 化e overall situatio打 of 化e development
of farmer cooperatives i打 China and Hainan by arranging relevant data and information,
and the打 summarizes the current situation and trend of farmer cooperatives by combing
and comparing domestic and overseas ge打eral theories and research results of farmer
cooperatives. Then hrough the analysis of the survey results, showing the development of
Farmer cooperatives led by Hainan Dendrobium Health Industry Co., Ltd. (hereinafter
referred 1:o as Hai打an Dendrobium company ) ,revealing its problems and causes,and
targeted to put forward some Countermeasures and suggestions.
The main body of the paper is divided into six parts:
The 巧rst part is the introduction,through the elaboration of the status quo and prospec
ts of farmer cooperatives in China,the status quo and problems of farmer cooperatives in
Hainan Province,explai打 the background of the study; pointed out the meaning of the
s1:udy fbr t;he development of cooperatives led by Hainan De打drobium company; combed
the main CO打化打t of t:he study.
The seco打d part of the literature review is divided into two parts,one is foreign
research status, and the other is domestic research status. The research status quo
of foreign countries summarizes the research results and the current research trends in diffe
re打t stages according to time. The domestic research status summarizes the differe打t res
earch points according to the topic classification and predicts the future research hotspots.
The third part summarizes the development status of farmer cooperatives led
by Haina打 Dendrobium Company from aspects of establishment background and pro打le,c
apital status,organization and management, be打efit connection,shareholder situation and d
emocratic governance.
The fourth part points out that the Farmer cooperatives led by Hainan Dendrobium
Company are small i打 scale,and the farmers&39; free ride phenomeno打 is serious. It is too
depende打t 0打 the compa打y and lack of market competitive打ess. Its service fu打ctio打 is
limi1;ed,and the ability of promoting farmers income is poor. Analysis shows that the shortage of fimds, members of alienation and institutional environment are tiie main causes
of the problem.
In 化e fifth p邮化e author puts forward some suggestions on how to solve the
problem of Fanner cooperatives led by Hainan De打drobium Company from fbur aspects:
to solve the financing problems;化 overcome the alienation of members;化 expand the serv
ice function.
The sixth part is the conclusion, summarize the full text, look forward to the
development of farmer cooperatives led by Hainan Dendrobium company, indicating the
lack of research and fliture efforts.

1引言
1.1研究背景
1丄1我国农民合作社发展现状与前景
农民合作社有利于解决农民经营规模小、成本高和效率低的问题,对于提升农
业产业化和现代化发展水平,促进农民增收和推动新农村建设意义重大。多年来,
中央发布的一号文件持续支持农民合作社的发展,农民合作社发展定位越来越
清晰,政策支持力度越来越强大,法律规范越来越完善。通过规范化和示范社建设,
合作社的类型越来越多样,极大促进了 三农问题的解决。尤其是2007年《中华
人民共和国农民专业合作社法》(tU下简称合作社法)实施W来,农民合作社
如雨后春算般急剧増加。截至2015年底,全国己注册合作社153万余家,吸收农户
达10090万户,占全国农户总数比例达到42%

然而,数量繁荣的背后,我国农民合作社发展质量却令人堪忧。多地农民合
作社背离了保护农民利益,增化农民收入的初衷。首先,地方政府为了追求政绩,
奉行先效率,后公平的发展理念,运动式推进合作社发展,在扶持合作社
发展过程中,忽视农民权益,扶强不扶弱,或者片面加大资金扶持力度而不注重资
