摘要
随着我国经济的快速发展和人口总数的持续增加，全国用电需求量逐年增
长，可在整个发电行业中，火力发电依然处于主导地位，尤其是燃煤发电所带来
的氮化物和硫化物以及大量的烟尘的排放，给大气造成非常严重的污染。处于对
环境的保护，我国 1999 年开始陆续关停小型火力发电组，加大清洁机组的建设
力度，为发展燃气机组创造了宽松的市场环境。我国是一个天然气资源较为丰富，
页岩气开发技术的发展成熟，以及西气东输工程的竣工，天然气发展与使用已进
入重要时期。又因天然气相对稀缺、价格昂贵，使得燃气热电企业的生产成本远
远高于燃煤企业，加上热电企业之间竞争日益加剧，燃气热电企业面临着运行成
本高、气源短缺、调峰控制，加上行业竞争越发增大等危机，发电企业的稳定持
续发展受到了较为严重的冲击

本文较全面地对燃气热电项目经济效益进行了评价，梳理出主要财务指标
分析的理论，并对本论文用到的评价方法进行了系统的说明。通过实地调研获
取的数据材料，选取生产经营的外部因素、机组经济运行情况、生产指标、财
务状况指标四个维度进行研究，挖据影响燃气热电企业经济效益的因素，分析
企业盈利能力、偿债能力、营运能力、发展能力，研究使企业效益最大化的对
策。根据经济效益评价指标的设计原则，建立评价指标体系，基于 FAHP 法、
主成分分析法、基于 GI 和理想点三种方法，对 RD 燃气热电项目实际相关数据
指标进行处理，得出综合评价结论，实现理论与实际相结合

研究成果使燃气热电项目在全国得到推广起到积极的作用，有利于优化燃气
热电项目的运营方式，降低其成本费用，使燃气热电企业的经济利益最大化，从
而提升燃气热电企业的市场竞争力与社会服务能力，对全国燃气热电项目的可持
续性发展具有理论价值。同时，理论研究对减少污染物的排放，保护自然环境，
具有重要的现实意义

Abstract
With the rapid development of China&39;s economy and the continuous increase in the
total population, the national demand for electricity increased year by year, in the entire
power generation industry, thermal power is still in a dominant position, especially
coal-fired power generation brought about by the nitride and sulfide As well as a large
number of soot emissions, causing very serious pollution to the atmosphere. In the
protection of the environment, China began in 1999 to shut down small thermal power
generation group, increase the construction of clean units, for the development of gas
units to create a relaxed market environment. China is a relatively rich natural gas
resources, shale gas development technology development is mature, and the completion
of the West-East Gas Pipeline Project, natural gas development and use has entered an
important period. But also because of the relatively scarce natural gas, expensive, making
the production cost of gas and thermal power enterprises is much higher than coal-fired
enterprises, coupled with the growing competition between thermoelectric enterprises,
gas and thermal power enterprises are facing high operating costs, shortages. Coupled
with the increasing competition in the industry and other crises, the stability of the power
generation enterprises continued to be a more serious impact.
This paper expatiates on the background and significance of economic benefit
evaluation of gas-fired thermoelectric project, sorts out the theories of the key financial
indicators analysis, and the evaluation method used in this paper is systematically
described. According to the data obtained from field research, and selecting four
dimensions of production and operation, which are the external factors, the economic
operation of the unit, production indicators, financial indicators to study, this paper digs
out the factors that affect the economic efficiency of gas-fired thermoelectric enterprises,
analyses corporate profitability, solvency, operational capacity, development capacity,
research to maximize the effectiveness of business countermeasures, and research the
countermeasures to maximize business efficiency. According to the design principle of
economic benefit evaluation index, the evaluation index system is established. Based on
three methods such as FAHP method, principal component analysis method, GI and ideal
point method, the paper deals with the RD gas-fired thermoelectric project actual data in
dicators, draws the comprehensive evaluation conclusion and achieves the combination华北电力大学硕士学位论文

of theory and practice.
The research results play s a positive role in promoting the gas-fired
thermoelectric project all over the country, it is conducive to optimizing the
operation mode of gas-fired thermoelectric project, and it reduces the gas-fired
thermoelectric project’s cost, maximizes the economic interests of gas-fired
thermoelectric enterprises, so as to enhance the market competitiveness and social
service capabilities of gas-fired thermoelectric enterprises, in addition, it is of
theoretical value to the sustainable development of the national gas-fired
thermoelectric project. At the same time, theoretical research also has important
practical significance in reducing pollutant emissions and protecting the natural
environment.
