摘要
平安人寿甘肃分公司设立于 1998 年,2016 年保费收入达 11.7 亿,占全省
份额达 25%,是全省第二大寿险公司,由于公司产品的销售渠道广泛,产品特点
明晰,购买的方式多样,被犯罪分子利用洗钱的机率比较大,加上公司内部洗钱
机制缺失及公司反洗钱岗位人员奖惩机制仍存在一定漏洞与不足,给犯罪分子留
下便利的同时,降低了公司反洗钱岗位人员工作积极性及洗钱风险防控效率,也
给公司洗钱风险防控埋下隐患。因此,找到公司洗钱防控存在的漏洞与不足,并
设计、完善公司洗钱风险防控机制,不仅为公司合规经营,永续发展提供便利,
更是维护公司客户利益的关键

本文首先对寿险行业现状及公司洗钱风险防控现状进行研究分析,分析监管
机构日常监管手段与公司近年来反洗钱义务履行情况,找出公司在反洗钱工作中
存在的疑问及漏洞;分析公司反洗钱制度建设、人员配置情况、各层级职责是否
完善,找出公司日常监控中存在的问题;分析公司在客户身份识别、大额可疑交
易识别过程,找出公司在业务流程开展过程中存在的洗钱风险漏洞;分析反洗钱
岗位人员考核及激励情况,找出反洗钱工作效率低下的原因,并且利用调查问卷、
激励理论分析反洗钱岗位人员工作效率低下的原因;利用相关理论分析产品销售
过程中犯罪分子与公司之间的相互关系、相关工作人员与公司之间的关系,然后
分析公司对反洗钱相关工作重视程度低下的原因及工作效率低下的原因

其次,针对公司洗钱风险防控机制中存在的问题,结合公司经营销售过程中
的实际,设计、完善公司洗钱风险防控机制。具体而言,本文利用风险管理理论
中流程图分析方法,根据客户为中心、协调各部门、业务流程全覆盖原则,以客
户识别方式、具体操作流程、落实部门、识别标准等为关键要素,建立客户身份
识别模型,从而解决在销售、承保、核保、保全等业务流程中,无科学、统一的
客户身份识别、评判标准,且根据可疑交易类型与特点,结合公司制度及实际工
作要求,建立可疑交易识别模型及上报流程,从而加强可疑交易识别的有效性、
复核的专业性、科学性及上报的时效,降低洗钱风险与监管处罚的风险;利用风
险管理理论,设计洗钱风险评估模型及具体措施,完善公司洗钱风险控制机制;
利用目标设置理论、激励理论,设计公司反洗钱考核激励及奖惩机制,使反洗钱
岗位人员有具体工作目标及完成目标后评价机制,进而提高效率,优胜略汰

最后,通过建立收集反洗钱风险信息与数据机制、开展反洗钱内部自查、制
订客户等级划分标准等方式方法具体实施洗钱风险防控机制,并且通过研究公司
产品及其他不同保险产品洗钱风险并划分等级,从而完善公司洗钱风险评估机制,

寿险公司业务流程管理便利、产品多样而且复杂、相关保险利益关系繁多、
资金来源难以追溯等行业属性, 并且随着互联网保险的快速发展,洗钱手段的日
益变化,利用人身险,借互联网保险、高科技手段洗钱已成为最新、最便捷的洗
钱方式。可见,保险公司有效防范洗钱风险不仅对公司完善内控制度,合规经营,
永续发展起到重大作用。平安人寿甘肃分公司洗钱风险防控虽然在各项反洗钱制
度中明确了各层级员工反洗钱义务与责任,但在执行力度、重视程度上仍有不足,
并且反洗钱岗位人员配备、洗钱风险事件初次和重新识别、风险评价模型设计、
利用网络平台洗钱、兼业代理业务洗钱风险识别等技术层面仍存在一定不足。因
此,通过分析研究公司内部各洗钱风险控制环节,找出不足与问题所在,并且通
过科学、合理、有效的方式方法重新搭建公司洗钱风险防控机制具有重大意义

Abstract
Gansu branch of Pingan life insurance has been established in 1998, income of 2016 have
already reached 1.17 billion, 1/4 of market in Gansu. It’s the second largest life insurance
company in Gansu province. But it also increases the ratio for crime of money-laundering due to
its diversity of selling channels, clarity of the product features and multiple ways of purchasing.
Furthermore, internally lack of anti-crime strategy and the gap of rewarding system for relevant
department employees, it does not only leave the option for the opportunists and criminals to take
advantage of, but also could cause discouragement to staffs’ enthusiasm and risk of deducting the
efficiency of prevention and control, it is certainly a potential block for company to control
anti-money laundering. Therefore, to identify and address the issues by designating, completing
company anti-money laundering strategy is the key for company to operate and run sustainably.
This study is firstly to analyze the insurance current status and its progress of anti-money
laundering by looking into relevant department daily operation for monitoring and recent years
company targets and achievements in order to identify the issues and potential risks; To locate the
problem for daily monitoring operation by reviewing the company policy, staffing and
responsibility for each level; To evaluate the potential risk in company progress workflow of
expanding business by analyzing the customer identity verifying and suspicious big amount
transaction process; To find the reasons for low efficiency by reviewing the staff qualifying,
rewarding system and questionnaire coupled with motivation theory; The analysis of the cause of
not enough attention received on anti-money laundering will be presented by looking into the
connections between criminal activities and company, relations between relevant staff and
company.
Secondly, after the analysis of existing problem in applying company money laundering
prevention and control strategy, the solution for designating and complete the money laundering
control system will be discussed according to the actual company running and operating status.
Methodology applied to this study is flow chart analysis, mainly used in venture management,
based on the theory of customer focused, departments coordination, work flow all covered and he
key aspects of customer identity verifying mode, cooperation flow, department responsibility,
standardized verifying system to build a unified customer verifying system in order to resolve the
issue of identifying customers while sales activities and underwrite process. Also, a database and
suspicious behavior reporting system could be set up according to company policy and
requirements by suspicious transaction type and its distinguishing features. By doing so, it can

the professionalism on underwrite process and lower the risk of money laundering and in charge
of punishment by authority. By utilizing the theory of venture management, introducing the risk
evaluating system mode and implementation of the strategies, completing company anti-money
laundering strategy; By utilizing the theory of goal setting and motivation, designating company
anti-money laundering assessment, rewards and punishment system to encourage staff meeting
target and improve performance.
In the end, by building a mechanism of collecting anti-money laundering information and
data to internally develop checking of anti-money laundering and drafting client grading standards
and practically execute anti-money laundering, and with help of analyzing and classifying
company product and subsidiaries to complete company evaluating system for money laundering
and identify and address issues.
Because of convenience of the business operation flow, diversity of the products, complexity
of networking and source of fund is untraceable in most situations, along with the internet
developing, the methods in use for money laundry changing daily, to use high technology, internet
insurance for money laundering become a trend and appears it is the most efficient way. Therefore,
for insurance companies to prevent and control the risk of money laundering is to complete
company policy, compliantly manage business and run more sustainably. Gansu branch of pingan
life insurance has settled assignments and responsibilities to their employees at every level
according to anti-money laundering policy but neither the execution strength nor attention is ideal
yet especially the staffing on certain positions, money laundering first occurrence and recognition,
risk evaluating mode, internet background money laundering, part-time and agent service risk
management. Therefore, through the study and analysis of each segment of when company
progressing anti-money laundering strategy to identify the matter in order to practically apply
solution accordingly.
