摘要
随着科学技术与各种工艺的发展,企业信息化建设成为企业发展的一个关键因
素,作为将各类技术融于一体的行业,信息化建设行业广泛的吸纳新技术,特别是
本世纪,各式各样的新技术以及新方法被开发并使用到该行业中,进而推动信息化
建设行业成为市场中发展速度最为迅猛的一个行业。从国内信息化建设行业发展情
况来看,我国信息化建设在全球市场中所占的比重仍不可同发达国家相提并论,因
而在未来发展过程中仍有较大的进步空间

本文首先以A公司的信息化建设项目为案例深入进行研宄,采取项目风险管理
相关理论,对A公司信息化建设的重要性、信息化项目组织与流程和项目风险管理
现状进行研究的基础上,得出A公司信息化建设项目主要呈现出信息化建设规模较
大、项目建设周期长和信息化项目建设模块多、工作量大等特征

再次,在对风险管理中的难点进行概述的基础上,得出A公司信息化建设项目
风险管理中存在的问题。其中,项目质量风险管理主要包括功能性风险和稳定性风
险;项目技术风险管理主要包括硬件条件风险、软件条件风险和集成风险;项目人
员风险管理主要包括沟通不良风险和人员流动风险;项目安全风险管理主要包括分
包商风险、工具风险和网络风险

最后,从项目质量风险管理、项目技术风险管理、项目人员风险管理、项目安
全风险管理四个方面提出信息化建设项目分类风险管理优化方案。并在此基础上,
从完善风险管理文化建设,构建上下一体的风险管理体系,建立风险应急管理制度,
加强企业风险识别能力,培养全员全局风险管理意识以及构建动态风险管理体系等
角度,提出A公司信息化建设项目风险管理的保障措施和应对策略

通过研宄,本文试图为中小企业未来项目风险管理提供一般性理论指导,并期
待在实践中为同行业其它企业的项目风险管理提供一定的借鉴与参考

Abstract
With the development of science and technology and technology, enterprise
informatization has become a key factor in the development of enterprises, as the
technology into one of the industry, absorb new technology widely information
construction industry, especially in this century, every kind of new technology and new
methods have been developed and used in the industry, thus promoting informatization
the construction industry has become the market development speed is one of the most
rapid industry. From the development of domestic construction industry, construction of
China&39;s information share in the global market share is still not comparable with that of
the developed countries, and the development process in the future there is still a large
room for improvement.
This paper takes A company&39;s information construction project as a case study, take
the theory of project risk management, based on the importance, the present situation of
information organization and project process and project risk management for
information construction of A company, the A company informatization construction
project mainly presents the informatization construction of large scale project
construction the long period and the infomiationization construction module and more
workload characteristics.
Thirdly, on the basis of summarizing the difficulties of risk management, the
problems existing in the risk management of A company&39;s information construction
project are concluded. Among them, the risk management of project quality including
functional and stability risks; technical project risk management mainly includes the
hardware and software conditions risk and integration risk; project risk management
mainly includes the risk of adverse liquidity risk communication and personnel; project
safety risk management including subcontractor risk, tool risk and network risk.
Finally, from the project quality risk management, project technology risk
management, project personnel risk management, project safety risk management four
aspects of information construction projects classified risk management optimization
program. And on this basis, from the construction of risk management culture, to build a
vertically integrated risk management system, the establishment of risk management

point of view, we put forward the safeguard measures and Countermeasures of
informatization construction project risk management of A company.
Through the research, this article attempts to provide the general theory guidance for
the future project risk management of small and medium-sized enterprises, and expects to
provide certain reference and reference for the project risk management of other
enterprises in the same industry.

1绪论
1.1选题背景
现在国际经济最为明显的两个标志便是经济的信息化以及全球化,经济信息化
是现代经济技术呈现飞速发展的必然趋势,经济全球化则是世界资源被国际市场重
新分配后的成果,经济信息化可以帮助国家经济朝着更好的方向可持续发展,而现
在全球经济的确是愈发地依赖信息化,也愈发地依赖于科学信息化工具。如今,我
国的经济发展也处在一个较为复杂的经济环境下,中小企业虽然是我国经济体系中
不可或缺的组成部分,但就从经济发展来说,它又是我国社会经济里的弱势群体,
它不像中大型企业具备强大的市场和技术,中小企业想要发展更好,必须依靠引进
先进科学的技术来提高管理,引领企业的信息流、技术流、人才流以及资金流,以
塑造企业的核心竞争力

企业信息化涉及到的概念比较广泛。现今最为流行的便是企业资产管理
(EAM)、客户关系管理(CRM)、制造执行系统(MES)、供应链管理(SCM)以
及产品生命周期管理(PLM)等,几乎每天都有许多新的词语出现,然而在这么多
的新鲜词里被广泛皆知的,最令人关注的便是上述5项。因近些年企业信息化应用
遍及各企业,所以不少企业对其了解较多,从前几年运用于企业部门,到当前适用
于整个企业范围,从开始的企业信息化到现在的信息化企业。原本仅仅在企业的某
个部门内有所应用,比如像企业的生产部门或者是财务部门,而目前需要企业各部
门必须在同个平台上开展工作,在这个进行过程里自然就要引进业务流程重组,可
是重组会导致企业内不同部门之间的员工产生权益之争,业务流程重组的结果相当
于权利利益博弈的结果,可见在这场无形的较量中,信息化项目也伴随着各种风险
的存在,这些风险包括来自于人员、质量以及进度方面。这些风险会大大降低中小
型企业实现信息化项目,所以中小型企业一定得引入先进、科学的项目管理技术与
方法,从而能够有效地控制项目风险,确保企业信息化项目能够稳定进行,实现项
目的主要目的

通过和其它类型项目比较,信息化项目不仅在技术方面,还是在管理、进度以
及资金方面,都有着不确定性因素,所以进行信息化项目失败的概率非常高,根据
早前的有关统计数据显示,在我国进行信息化项目过程里,通常可能只有10%或者
