摘要
近年来,科技创新的重要性越发明显,各级政府更加关注科技创新平台的建设,大力推动高校
和企业合作,建立各级实验室。高校科技创新平台有大量的科研资源,是科研人才、科研经费、科
研设备等聚集的重要载体,在推动高校学科建设和人才培养,推动地区经济发展和社会进步,推动
国家科技战略发展和科学创新等方面发挥着至关重要的作用。因此必须对高校科技创新平台进行管
理和完善,实现资源的合理优化配置,提高平台的运行效率。但毕竟国内科技创新平台起步较晚,
在管理方面尚存在一些问题,管理效率有待提高,这些问题一定程度上会影响平台科研项目的申请、
科研成果的转化、高端人才的培养等,因此必须完善相关方面的管理

北京航空航天大学目前已经形成了以国家实验室建设为龙头,积极推进国家重点实验室、国家
工程中心和省部级重点实验室的建设,多层次、多类型、有机衔接交叉互动的科技创新平台体系。本
文以北京航空航天大学科技创新平台管理为研究对象,在相关理论分析的基础上,通过运用文献研
究法、调查分析法、定性和定量相结合等方法,结合北航科技创新平台发展的现状,发现北航科技
创新平台管理中存在开放程度较低,实验室资源没有充分利用;经费分配不均,仪器设备共享受限,
实验场地不足;高水平学科带头人和实验技术人才匮乏等问题。运用数据包络法(DEA),选取固定
科研人员数量、获取经费支出和仪器设备总价值 3 项投入指标和发表论文和出版著作数量、国内外
授权专利数量、毕业研究生数量 3 项产出指标,通过分析认为北航科技创新平台管理效率还有很大
提升空间,应当进一步加强对平台的管理

针对北航科技创新平台普遍存在的问题,从加强平台内部控制、多渠道筹集经费、加强人才队
伍建设、加强技术交流、加快成果转化等方面提出相应的管理策略,以期实现北京航空航天大学科
技创新平台的高效运行

Abstract
In recent years, the importance of science and technology innovation increasingly clear, the
governments at all levels to pay more attention to science and technology innovation platform construction,
vigorously promote college and enterprise cooperation, set up laboratories at all levels. University of
science and technology innovation platform has a large number of scientific research resources, is a
scientific research personnel, scientific research, scientific research equipment gathered important carrier,
in promoting the subject construction and talents training in university, promote regional economic
development and social progress, to accelerate the development of national science and technology strategy
and scientific innovation play a crucial role. Therefore, it is necessary to manage and perfect the scientific
and technological innovation platform, realize the rational optimal allocation of resources, and improve the
efficiency of the platform. Started relatively late but, after all, domestic science and technology innovation
platform, also have some problems in management, to improve management efficiency, to a certain extent
these problems will affect the platform of scientific research project application, the scientific research
achievements conversion, the cultivation of talents, etc., so we must improve related aspects of the
management.
Beihang University has formed to a national laboratory construction, actively promote the national key
laboratories, national engineering center and the construction of the provincial key laboratory, multi-level,
multi-type, the organic link cross interaction system of science and technology innovation platform. Based
on the Beihang University science and technology innovation platform management as the research object,
on the basis of theoretical analysis, by using literature research, investigation, analysis, combining
qualitative and quantitative methods, such as combination of innovation platform of science and technology
development present situation, discovered science and technology innovation platform management exist in
the open degree is low, did not make full use of laboratory resources; Lack of funds, outdated equipment
and inadequate laboratory space; High levels of discipline and lack of experimental skills. Using the data
envelopment method (DEA), select fixed number of scientific research personnel, obtain spending and
equipment worth three input index and the number of published papers and publications, authorized patents
at home and abroad, the graduate number 3 measures of output, through the analysis think science and
technology innovation platform and a large room to improve management efficiency, should further
strengthen the management of the platform.
A universal problem for science and technology innovation platform, from the internal control,
strengthen the platform through various channels to raise funds, to strengthen the construction of talent
team, strengthen technological exchanges, to speed up the achievements, etc, put forward the corresponding
management strategy, in order to achieve efficient operation of Beijing university of aeronautics and
astronautics science and technology innovation platform.
