摘要
杭州腾海科技公司发展战略研究
海洋是我国经济社会发展重要的战略空间,是孕育新产业、引领新增长的
重要领域,在国家经济社会发展全局中的地位和作用日益突出。在西方发达国
家,海洋科技产业发展较早,技术相对非常成熟,已经完善海洋科技领域的规
范要求和建设要求,尤其对于系统集成开发的规范和建设都已经达到了很高的
水平,形成以大数据分析、发布和运用。而发达国家海洋系统集成开发主要依
赖于民营企业,形成以民营企业为主来建设、维护,政府只需要拿数据来使用

而对于我国现有海洋科技发展来看,起步较晚,目前还以国家职能部门及事业
单位为主,民营企业能参与进来的相对较少。 “十三五”是我国海洋经济重要发
展期,也是海洋科技跨越式发展的重要时期,要紧紧抓住“一路一带”的重大机
遇,通过海洋重大工程、重点专项和系列专项等的带动,加强海洋调查观测、
防灾减灾建设、智慧海洋建设来提高海洋认知能力,加快海洋高科技创新和成
果转化,促进海洋科技与海洋经济的紧密融合。由此给海洋科技行业,尤其是
民营企业带来了福音。因此,对海洋科技领域高技术开发研究和系统集成开发
研究是非常重要的

民营企业在现有的大环境下发展海洋系统集成开发和高科技新型产品研发
是非常困难的,不仅对于资金的需求较大,还对于高层次的人才的需要更为迫
切。而腾海公司继续作为海洋仪器代理商已经不能满足企业的发展战略,从而
企业选择作为更富有挑战,对企业更有发展潜力的系统集成和产品研发的战略
转型,从而给企业迎来了更大的发展空间和延长企业的生命周期。企业在发展
过程中需要确定已有的开发集成系统定型及制定高质量的企业标准,形成从之
前的订单式生产到量产的转变,改善和提高生产过程中的质量鉴定和出厂检验,
从而提高企业的知名度和品牌效应。另外在企业的发展过程中,牢牢把握市场II
发展动向和国家战略方向,提前准备新型系统集成开发和新型产品研发,引入
大数据分析和新能源方案提高自主研发的水平,为防灾减灾、预警报监测、环
境治理、海洋工程建设等提供高性能的系统和产品及全面的数据分析,为客户
提供决策性的建议,为企业赢取核心竞争力

本文首先对腾海公司发展的概况、现状、存在的问题和成因进行详细的介
绍,然后是通过行业现处的大环境,以及国家对于海洋科技领域发展的展望,
构建腾海公司战略发展方向,主要对腾海公司的战略环境进行分析,包括公司
的外部环境分析、公司内部环境的分析和SWOT分析等。此外,本文结合杭州腾
海科技有限公司进行研究,从其发展战略规划的目标和战略的选择等方面入手,
提出其在发展过程中适合的战略发展方案,主要包括战略的选择、战略的实施、
战略的实施保障。通过对腾海公司发展战略的研究与分析,希望可以为解决腾
海公司发展所面临的问题提出具有理论意义和实践作用的解决方案

Abstract
Research on the Development Strategy of
Hangzhou Tenghai Technology Company
Ocean is an important strategic space for Chinese economic and social
development. It is also an important area for nurturing new industries and leading
new growth, whose status and role in the overall economic and social development of
the country is becoming more and more prominent. In the western developed
countries, marine science and technology industry development earlier, which is very
mature, they have perfect specification and construction requirements in the field of
marine science and technology, especially for the system integration development of
norms and construction have reached a very high level, formed with large data
analysis, release and use. While developed countries marine systems integration
development mainly rely on private enterprises, the formation of private enterprises
to build and maintain, then main government only get data to use. And for China,
marine science and technology development started a little late, is still the national
functional departments and institutions to participate in, however, the private
enterprises are very few. The 13th Five-Year Plan is an important period of
development of China&39;s marine economy, also an important period of leap-forward
development of marine science and technology, we must firmly grasp the major
opportunity of the Belt and Road , through major marine projects, key special and
series of special, to strengthen the marine survey and observation, disaster prevention
and mitigation construction, intelligent sea construction, finally to improve the
marine awareness, speed up the marine high-tech innovation and the results of
transformation, and promote marine science and marine economy closely
integrated.Thus to the marine technology industry, especially private enterprises
brought the benefits. Therefore, research on marine science and technology high
technology development and system integration development research is veryIV
important.
Private enterprises in the existing environment to develop marine systems
integration and high-tech new product are very difficult, not only for the larger
demand for funds, but also for the high-level talent needs more urgent. And Tenghai
continue to serve as a marine instrument agent can&39;t meet the development strategy of
enterprise, so Tenghai chooses as a more challenging, more development potential for
enterprise systems integration and product development strategy transformation, so as
to usher in a larger business of the development of space and extend the life cycle of
enterprises. Enterprises in the development process need to determine the existing
development of integrated system stereotypes and the development of high-quality
enterprise standards, from the previous order-based production to mass production
changes, improve the production process of quality identification and factory
inspection, thereby enhancing company business reputation and brand effect. In
addition, in the process of enterprise development, firmly grasp the market
development trends and national strategic direction, do the preparation of new system
integration and new product development in advance, the introduction of large data
analysis and new energy programs to improve the level of independent research and
development, disaster prevention and mitigation, early warning monitoring,
environmental management, marine engineering construction to provide
high-performance systems and products and comprehensive data analysis, to provide
decision-making recommendations for enterprises to win the core competitiveness.
This paper first introduces the general situation, present situation, existing
problems and causes of the development of Tenghai Technology, and then puts
forward the strategic development direction of Tenghai Technology through the
industry environment and the prospect of the development of marine science and
technology field, mainly on the Tenghai Technology &39;s strategic environment analysis,
including the company&39;s external environment analysis and the company&39;s internal
environment analysis and SWOT analysis. In addition, in this paper, combined with
Hangzhou Tenghai Technology Co., Ltd., from its development strategy planning
objectives and strategic choice and other aspects, put forward the development
programs which are suitable for strategic development process, mainly includingV
strategic selection, strategy implementation and protection. Through the research and
analysis of Tenghai Technology development strategy, we hope that we can put
forward the theoretical and practical solutions to solve the problems faced by Tenghai
Company.
