本文首先对论文背景及其研究意义作了介绍，并分析了国内外信息化管理现
状，介绍了研究方法和研究内容。其次是界定了信息化管理、中小企业等相关概
念，并介绍了中小企业的信息化管理技术和度量方法，阐述了中小企业实施信息
化管理的必要性。然后，论文以黄石市 57 家中小企业作为研究对象，通过问卷调
查法和重点访谈法摸清了黄石市中小企业信息化管理现状，调查发现中小企业在
信息化管理方面普遍存在信息化管理系统应用不普遍、应用程度不高、投入不足、
使用效果不好等问题。同时，论文对中小企业实施应用信息化管理的制约因素进
行了深入分析，研究发现思想观念、技术设施、技术人才、资金投入、信息化环
境等因素制约了中小企业信息化管理水平的提升。最后，论文针对调查结果和制
约因素，给出了加强中小企业信息化管理的改进措施，并指出，中小企业必须从
转变管理理念、 加强领导重视、加大资金投入、提高员工素质、加强人才储备、
营造良好环境等方面着手来实施管理信息化，提升中小企业的核心竞争力

Abstract
Small and medium-sized enterprises are the important forces that promote the
development of China&39;s social economy, and there is an irreplaceable role in the
composition of China&39;s national economy. At present, construction informationization is
the inherent requirement of the development and survival of small and medium-sized
enterprises, which is the inevitable choice of small and medium-sized enterprises to
adapt to the Internet age. However, compared with large enterprises, the management of
small and medium-sized enterprises in China lags behind, especially in the information
construction. Taking Huangshi City as an example, this paper aims to reveal the current
situation and existing problems of the construction information of small and
medium-sized enterprises through field investigation, and explore the improvement plan
of small and medium-sized enterprises. In this paper, the research has significant
meaning to improve the level of enterprise informatization in our country, as well as to
improve the core competitiveness of enterprises in market economy and viability, also
has a great significance to the national informatization.
Firstly, this paper introduces the background of the thesis and its research
significance, analyzes the current situation of informationization management at home
and abroad, and introduces the research methods and contents. The second is to define
the information management, small and medium-sized enterprises and other related
concepts, and introduces the measurement method of the small and medium-sized
enterprise information management technology and expounds the necessity of small and
medium-sized enterprise implement information management. Then, the paper 57 mses
in Huangshi City as the research object, through questionnaire investigation and focus
interview method and the Huangshi small and medium-sized enterprise
informationization management present situation, the survey found that there are small
and medium-sized enterprises in information management system application is not
common, degree is not high, inadequate investment, use effect is not good. At the same
time, the paper application for small and medium-sized enterprises to implement
information management, we deeply analyzed the restriction factor, the study found that
concept,technical facilities,technical personnel,capital investment,the informationization
environment factors restricted the small and medium-sized enterprise informationization
management level of ascension. Finally, the paper according to the results of the survey
and restricting factors, improvement measures are given to strengthen the management
of small and medium-sized enterprise informatization, and points out that small and
medium-sized enterprise must from change management ideas, strengthen leadership,
increase financial input and improve staff quality, strengthening the talent pool, the
aspects such as creating a favorable environment to implement management information,
improve the core competitiveness of small and medium-sized enterprises.
