摘要
近年来,我国农民专业合作社迅速发展,在初步解决了家庭小生产和市场发展变化
之间的矛盾,成为建设社会主义新农村与促进农业发展的新力量的同时,也出现了很多
阻碍其发展的问题亟待解决。目前,国内外学者关于农民专业合作社风险管理问题的研
究较少,在理论研究和实践应用上都有待完善

本文首先阐述论文的研究背景、研究目的和意义,接下来对国内外有关合作社风险
管理研究方面的文献进行综述,继而提出本文的研究思路与方法,再指出本文的可能创
新之处。然后选取河北省石家庄市藁城区南董镇一个具有代表性的种植类农业合作社为
案例,对其面对的各种风险进行实证分析,找出对该合作社的发展有较大影响的风险因
素,包括自然风险、资金风险、市场风险、内部管理风险和政策风险五个方面。接着分
析各类风险的诱因,发现造成这些风险的原因分别有客观的技术条件限制和农业保险制
度不完善;农村金融体系支持不力、难以吸引外部资本投入和财务管理意识淡薄、缺乏
监督;农产品的生产特性、营销方式落后、合作社经营者缺乏市场预测能力及营销能力;
合作社结构不健全,管理不规范、信息不对称及缺乏相应的监督机制、现有的条件难以
吸引优秀人才;政府对合作社的发展不够重视,合作社自身对政策不关注。最后针对各
类风险提出相应的对策建议,如提高农业技术水平,大力发展农业保险来应对自然风险;
开拓新的筹资渠道以弥补资金的不足;建立健全财务制度,规范财务行为;更新财务管
理观念,提高依法纳税意识;积极拓展销售渠道、加强合作社一体化发展、培育特色,
打造品牌;完善内部管理机制、完善监督体制、注重新型农民培训;加强政策宣传力度,
完善自身,获得政策支持。希望通过本文分析对该合作社的发展壮大起到积极作用并且
对该地区其他相似类型合作社起到示范作用

Abstract
In recent years, after mushroom development, the farmer specialized cooperatives have
successfully resolved the conflict between small-scale production of family and changes in
the market, and have been the new power of construction socialism new countryside and
acceleration agricultural development. However, there are still numbers of problems that
obstacle its development and needed to be resolved. So far, only few researches have been
carried on the problems of farmer specialized cooperatives risk management, whose
theoretical research and practical application are needed to be improved.
In this study, Nandong town, Gaocheng, Shijiazhuang, Hebei province were chose as a
typical case of plantation agricultural cooperative. Empirical analyses on various risks were
executed to confirm the ones prominently influence the development of cooperative among
natural risks, finding risks, market risk, internal management and policy risk. And the
inducement of risks were also analysis, which including the objective technical condition,
incomplete agricultural insurance system, lacking of rural finance system support, unattractive
to external capital investment, weak awareness financial management, short of supervise,
outdated production characteristic and marketing model of agricultural products, manager
lacking market predictive and marketing ability, imperfect cooperative structure, irregular
management, asymmetric information, missing supervisory mechanism, different to attract
excellent talents, government making little of development of cooperative and the cooperative
also paying less attention on the policy. Corresponding countermeasure and suggestion aimed
on various risks were advised, such as improve agricultural technology, blossom the rural
insurance to cope with the natural risk, develop new fundraising channel to offset the fund
shortage, establish and perfect financial regulations, norm financial behavior, update financial
management perspective, raise the paying tax by law consciousness, positively expand sales
channels, enhance integration of cooperatives, cultivate characteristics, build brand,
consummate the internal management system and supervision system , regard on the new type
farmer training, strengthen policy propaganda strength, prefect itself and strive for the policy
support. We hope the analyses in our study will serve positive effects on the development ofV
cooperatives and play an exemplary role for the other similar cooperatives in this region.
