摘要
CH 公司是中山最具规模的测绘企业，具有国家甲级测绘资质，先后荣获国家、
省部级及市级科学技术进步奖 30 余项，公司成长至今为中山的国土房产管理、城
市规划和城市建设提供了大量测绘成果和服务。2010 年以来，测绘地理信息行业
发展快速，测绘项目的规模越来越大，质量要求也越来越高，但 CH 公司项目的管
理手段没有明细提高。项目管理缺乏科学合理的计划，执行和调整随意性比较大，
执行过程中常常出现先松后紧，后期为了项目进度往往又忽略了质量控制，部分
项目无法按既定目标完成，整个项目管理体系与当今形势矛盾，CH 公司国情普查
项目时间和质量管理亟待解决

CH 公司国情普查项目是一项政治性任务，国情普查成果作为地理国情监测的
初始数据，项目具有时间要求紧，质量要求高，技术难度大的特点，如何做好项
目时间和质量管理是亟待解决的问题。本文从项目的时间管理和质量管理现状及
存在问题入手，结合实际的管理工作经验，借助现代项目管理的理论和方法,探索
适合本项目的管理模式

时间管理方面，本文通过理论和实践相结合的方法，对项目的活动进行分解、
排序，通过活动资源和时间估算、计划编制及计划控制有步骤开展工作，采用计
划评审技术(PERT)、甘特图、关键路径法等管理科学分析方法，开展项目各阶段
的工作，实际生产中部分工序和计划有偏差，通过资源调整，压缩另一阶段关键
路径时间，保证项目整体进度

质量管理方面，笔者从质量策划、质量保证、质量控制入手，控制质量采用
质量验证体系、PDCA 循环法及全面质量管理方法，通过事前、事中、事后质量控
制方法，提出了全员的质量意识，保证国情普查项目质量满足策划要求

本文对国情普查项目的项目理论研究是一次尝试性探索，希望对以后类似的
测绘项目有一定的参考意义和借鉴作用

ABSTRACT
CH company is Zhongshan&39;s largest surveying and mapping enterprises, with the
national class mapping qualification, has won the national, provincial and municipal
scientific and technological progress award more than 30 items, the company grows up
to now provides a large number of Surveying and mapping production and service for
the land and housing management, Zhongshan city planning and urban construction.
Since 2010, the rapid development of Surveying and mapping geographic information
industry, the scale of Surveying and mapping project is getting larger and larger, the
quality requirements are also getting higher and higher, but there is no detailed
management of CH project management tools. Project management is lack of scientific
and rational planning, implementation and adjustment of arbitrariness, the
implementation process often appear first and then later, in order to neglect the progress
of the project quality control, part of the project can not be completed in accordance
with the established goals, the project management system and the current situation of
contradiction is serious, urgent CH census project time and quality management.
The national census CH project is a political task, the national census results as the
initial data of geographical conditions monitoring, the project has tight time
requirements, high quality requirements, the characteristics of technical difficulty, how
to do the project time and quality management is an urgent problem to be solved. In this
paper, from the time management and quality management of the project and the
existing problems, combined with the actual management experience, with the help of
modern project management theory and methods to explore suitable for the project
management model.
Time management method, combining theory and practice, the project activity
decomposition, scheduling, resource and time, by estimating the activity plan and plan
control steps to carry out the work, the program evaluation and review technique
(PERT), Gantt chart, critical path method, management science analysis method, carry
out the various stages of the project work in the actual production process and part plan
deviation through resource adjustment, compression to another stage of the critical path
time, ensure the overall progress of the project.

quality control of the quality control system, verify the PDCA circulation method and
comprehensive quality management method with quality, through before, during and
after the quality control method, put forward the quality awareness of employees, ensure
project quality to meet the requirements of national census planning.
This paper is an attempt to explore the project theory of national census project,
and it is hoped that it can be used as a reference for similar projects in the future.
