本文根据 2015 年初，习近平总书记考察云南时提出:要将云南打造成为中
国而向南亚、东南亚的辐射中心要求,公路港在国内处于改革提升阶段，云南省
及昆明市尚无成规模项目实例，云南省及昆明市近几年经济增长速度保持快速
增长，明显高于全国平均水平，昆明长水国际机场邮货吞吐量稳步上升，基本
处于全国十强内，高速公路规划健全，获得中央重点支持，为发展物流业提供
了坚实基础

研究表明：以国内外有关公路港的理论研究为线索，紧密结合云南省、昆
明市实际，通过分析公路港标杆案例，充分认识 JT 公司的资源优势、对拟建公
路港商业模式研究，布局规划分析，进而科学地制订 JT 公司公路港的选址、定
位及概念设计，为公司决策和管理提供咨询参考。伴随公路港形式的推行，很
多物流企业开始入手公路港的建立与运营，弥补公路运输的不足。使物流行业
更加均衡发展，JT 公司亦可将其作为物流产业突破口，探索产业模式、为物流

后期运作中通过搭建完善的信息平台，建设合理有效的实物平台，提升公
路港有效管理，加强人才引进与培养等措施。总而言之，以“一带一路”为支
撑，服务西南为重点，面向南亚、东南亚为补充，加快公路港落地，依托机场
高速、绕城高速、昆明长水机场、昆明新南站等重大基础设施，使公司尽快形
成可复制的一体化信息智慧公路港模式，结合自身资源优势、政策优势等完善
