摘要
中国城市商业银行由原来的城市信用社改组、合并而来,为区域内中小型企业和
个人提供储蓄和融资服务,对地方经济的发展起到很大的推动作用。与较大型银行相
比,中国城市商业银行发展信贷业务具有地域及人脉等优势,但在资产规模、信贷专
业人才储备、信贷产品研发等方面却存在明显的劣势。近年来,城市商业银行信贷业
务发展面临困境,一方面经济增速放缓导致不良贷款激增;另一方面信贷产品的同质
化严重,难以显现竞争优势。因此对城市商业银行信贷业务开展差异化战略研究,以
摆脱发展同质化的瓶颈,探索一条适合中小银行发展信贷业务的路径,有着重大意义

本文以 JNS 城市商业银行作为研究对象,在概述 JNS 城市商业银行信贷业务发
展现状及研究相关竞争战略管理理论和文献的基础上,采取理论与实践相结合的方
法,对其外部环境进行了宏观环境的 PEST 分析以及内部环境的微观分析,并将相应
的宏观及微观分析结果,通过构建外部因素评价矩阵和内部因素评价矩阵对 JNS 城
市商业银行的外部因素和内部因素进行了定量化处理,分析得出了 JNS 城市商业银
行信贷业务的外部因素评价矩阵 EFE 和内部因素评价矩阵 IFE,在此基础上又对 JNS
城市商业银行信贷业务进行了 SWOT 分析,定性与定量相结合,确定下 JNS 城市商
业银行信贷业务的差异化竞争战略。最后,本文从设立小企业信贷专营机构、实施信
贷人员薪酬定级制度、提供重点支持行业及低成本消耗型信贷产品、依据业务风险细
化贷款审批流程、结合城市定位构建网络信贷及大数据平台等五个方面制订实施方
案,确保 JNS 城市商业银行信贷业务差异化战略的顺利实施

本论文提出一套符合中国特色的城市商业银行小企业信贷业务发展策略,该研究
具有积极意义,为我国城市商业银行信贷业务的竞争战略选择提供了样本及借鉴方

ABSTRACT
The city commercial bank of China by the original city credit cooperatives
reorganization and consolidation, small and medium-sized enterprises and individuals to
provide for the area saving and financing services, play a large role on the development of
local economy. Compared with larger Banks, the development of Chinese city commercial
bank credit business with regional and network advantage, but in the credit asset scale,
professional talent pool, credit product research and development has obvious
disadvantages. In recent years, the development of the credit business of urban commercial
Banks has faced difficulties, while the slowdown in economic growth has led to a surge in
non-performing loans. On the other hand, the homogeneity of credit products is hard to
show the competitive advantage. So differentiation strategy research in city commercial
bank credit business, in order to get rid of the bottleneck for the development of
homogeneity, explore a suitable for small and medium-sized bank credit business
development path, has important significance.
Taking JNS city commercial Banks as the research object, the overview of JNS city
commercial bank credit business development present situation and the competition
strategy management theory and related to the study of literature, on the basis of using the
model tools such as PEST analysis and SWOT analysis of JNS city commercial bank is
analyzed and the research of internal and external environment, for the JNS city
commercial bank credit business development to build the practical, simple differentiation
competitive strategy. Finally, this article from the operating mechanism construction,
evaluation mechanism, business products, credit mechanism construction, technological
innovation in five aspects, such as formulating implementation plan, ensure that JNS city
commercial bank credit business smooth implementation of differentiation strategy.
The innovation of this paper is presented as follows: one is to put forward the
development strategy of the small business credit business of the commercial bank of the
city with Chinese characteristics; Second, the implementation plan of establishing the
Internet finance business platform by combining the city location of the city with the city
commercial bank of the city is put forward. Third, the model of pay system construction
based on the classification system of sales personnel is proposed. The above three points of
innovation can serve as a guide for city commercial Banks to effectively develop the credit
business competition strategy.
