摘要
世界经济在以飞一般的速度发展着，不可再生能源消耗过快，环境治理问题
依然严峻，各国为寻求发展出路，改变了能源结构，把那些以煤炭，石油等为主
的不可再生能源产业转向再生能源的开发与综合利用。光伏产业因其拥有巨大的
发展潜力，所以它的增长速度才会惊人的节节攀升，我国的光伏产业也不会落后，
只光伏产品生产量就可以排世界第一。然而，光伏产业属于高新技术产业，如果
缺少必要的科学技术，那么我国的光伏产业将会受到很大的阻碍，同时光伏产品
对国外市场依赖很大，显得更加被动，而光伏产品在国际市场的需求又在萎缩

在十来年过去后，雨过天晴，光伏产业从衰落到重建，想在变化多端的国际市场
中站位脚跟，抓住市场机遇，光伏产业这正是拥有了这样猛烈的十年风雨岁月，
所以现在该是为自身寻找出路的时候了，更应该思考如何在国际市场绝地反击，
这就必须找到失败的原因所在，并找到解决现在困境的方法和措施

本论文主要阐述了江苏省对光伏产业的发展历史、发展过程和发展方向，共
分为五部分。首先，文章点出了对该产业说明的理论基础，主要在文章引用文献
方面，为什么这样选题，讲述的内容，讲述背景等方面展开理论。这就是绪论部
分，为第一章。第二章，从国外光伏发展现状（尤其是欧美国家）、国内光伏发
展现状、光伏产业发展的前景等方面来对江苏省分布式光伏产业通过波特钻石模
型与 swot 分析法相结合进行综合分析。第三章，现如今江苏省是如何经营该产
业的，综合分析该产业在今后的发展方向，发展优劣势，发展机遇，发展挑战

第四章，从政策因素、环境污染、经济效益、市场因素等方面分析影响江苏省分
布式光伏产业发展的障碍因素。第五章则是关于江苏省光伏产业发展困难的原因
分析和如何带动产业发展的方向，即：补贴政策的完善与补位、降低投资风险、
加大光伏发电产业营销等

有关太阳能方面的光伏发电产业是刚刚兴起的产业，它从出生到壮大再到新
生经历了不小的波折，现在我国这方面的产业正在发展，所以如果出现什么故障
或者技术难题都不足为奇，这次经历了此起彼伏的发展曲线，对光伏产业来说是
挑战也是难得的机遇，在这次再重组的过程中看清了国内外市场发展的现状，找
出企业为什么不能继续发展的原因，检讨并反省自身所存在的弊病，然后取长补
短，结合自身优势，带领产业闯出一条光明的发展通道。II

Abstract
