摘要
吉化集团北方建设公司投标管理规范化研究
目前,投标工作是社会公众普遍关注的焦点,我国经长期发展,投标工
作己经取得了质的飞跃。《投标法》的颁布实施,保证了工程质量的同时也控
制了工程建设投资,缩短了建设周期,令中国的投标制度走上了法制化道路

为了保证工作及服务质量,以及为国家节省资金流,我们通过招标、公开、
公平、合理的服务单位或建设单位来引进市场竞争机制。此外,在工程建设
和服务的采购过程中,提高投资效率和抑制腐败现象尤为重要

我国首次提出建设社会主义市场经济体制的目标是在党的十八大会议
中。其中系统地概括了建设中国特色社会主义理论。毫无疑问,投标的市场
环境在这次会议中得到了良好的发展。与此同时,社会主义经济发展及发展
体系的培养也得以推崇。我们知道,招标的根本是市场经济,基本原则是公
开公平竞争。由于价格是由市场供给与价格之间的关系决定的,因此买卖双
方的交易条件是自由、平等和公平的。所以,推进招标,不只对推进企业监
督管理机制有利,使其按照规定办事以达到走向市场的目的,也可以使企业
内部管理体制加以完善,与国际接轨,引导企业走向道路

我们可以根据市场经济的规律,通过加大经济效益来实现工程项目投标
制度。若想完成工程项目的建设,达到预期效果,就要进行多方面的工作

需按照如此顺序先后进行:参照项目决策、设计、材料以及机器设备的采购、
工程从开始到结束的全过程。改革开放初期四十多年的时间内,因为当时在
计划经济体制下,在工程建设项目中,我们屡战屡败,承受了巨大的损失但
我们毫不气馁,并从中吸取经验,吸取教训,从而得到了成功的管理经验

现如今,混乱现象到处可见,因此若想减弱从而制止此现象,建设项目投标
的实行变得至关重要。工程项目若想有良好的发展,必须打好培育基础。举II
个例子,如果项目的可行性报告,建设规划的规划文件,设计文件和实施的
资金都已落实,那么其企业的主管部门和施工单位在投标过程中必须严格按
照以上程序进行,不可按自己的想法办事。这不仅是工程项目市场培育的基
础,也是一个良好的发展。业主自愿参与项目建设承包商的审核、评估和选
择是项目招标的过程。业主需要对投标的报价的高低、信誉、质量要求、技
术水平以及施工组织设计等进行方面选择一个最优方案,从而使我们的经济
利益得到最大体现。项目招标是在激烈的竞争和占领市场中,具有很强资质,
投标实力以及多年企业经验的承包商。在强大的市场竞争压力下,企业趋向
于社会平均价格,甚至低于投标价格。因此,企业生存与发展是加强管理、
提高员工素质、为社会创造更多效益的唯一途径

另外企业对内部经营机制和管理制度也可通过实行工程项目投标进行改
革。同时,企业可通过建立市场经济和现代企业制度将企业推向世界,加大
其竞争力,企业参与市场挑战,从而与投标机制同步。这样一来,企业为了
达到此目的,可增强其掌握市场经济的手段,高效率熟悉市场规律,进而快
速形成企业内在机制

随着时间的推移,我国大多数企业开始注重投标的制度与政策,并不断
完善和推行投标制度。我们知道,那些市场经济国家,凭借其悠久历史和较
完善的投标制度和投标政策,监督着各国的投标制度和实施同时,也在促进
各个国家投标制度的不断改进。我国近年来,投标制度方面已经取得质的飞
跃,但企业对投标制度的实施和管理还存在着一些问题需要解决,因此完善
企业的投标管理制度显得尤为重要

现如今,吉化北方建设公司新建项目不断增多,公司整体规模也在与日
俱增,显然投标管理是企业工程项目管理的组成中最重要的一点。近年来的
实践中企业借助此方法节约了大量的成本。因此,在企业项目管理方面问题
仍存在,如何借鉴国际先进的投标管理方法,利用规范的投标体系并结合企
业实际,来保障企业工程项目管理,从而实现预期效益,便是其中最为重要
的一环。III
本文首先通过对国内外学者在投标管理方面的文献和理论进行学习和整
理;其次对新常态形势下国内建筑市场投标管理进行分析;再次对吉化集团
北方建设公司的组织架构、工作流程和投标管理技术等投标管理的现状问题
进行梳理;然后指出吉化集团北方建设公司在投标管理中存在的组织横向之间
协调效率低、投标流程不规范、投标管理技术不先进,缺乏决策指标体系等一
系列问题与原因;最后结合吉化集团北方建设公司的企业资源,从项目管理
理论、流程再造理论等角度,为公司的投标管理制定了新的投标组织架构、
投标工作流程和投标管理技术。期望通过一系列分析和改善,全面提升吉化
集团北方建设公司的投标质量,以此保障投标管理规范化,提高中标率,力
争在激烈的投标市场中获得更多的工程项目

planning documents, design documents and the implementation of the funds have
