摘要
党的十八大以来,中央把扶贫开发工作摆在了突出位置,将脱贫攻坚上升到
治国理政的新高度。在2015年11月召开的中央扶贫开发工作会议上,习总书记
从战略和全局高度,向全党全国下达了脱贫攻坚动员令,明确到2020年我国现行
标准下农村贫困人口实现脱贫,贫困县全部摘帽,解决区域性整体贫困。福建省
虽然没有国定贫困县,但全省仍有23个省级扶贫开发工作重点县、2200个贫困村,
以及45.2万的贫困人口(其中:国定贫困人口 25.3万、省定贫困人口 19.9万),
其分别占到全省县(市、区)总数、自然村总数,以及人口总数的27%、6.7%和
1.2%。因此,要在2020年前实现全省贫困人口的全部脱贫,贫困村及贫困县的全
部摘帽,任务还很艰巨。为此,福建省委、省政府积极响应党中央号召,于2015
年12月26日出台了《关于推进精准扶贫打赢脱贫攻坚战的实施意见》,吹响了
全省脱贫攻坚冲锋号

福建省A银行是一家长期扎根县域,以服务“三农”为己任的大型国有上市
商业银行。福建省A银行历来高度重视金融扶贫工作,特别是近年来,该行积极、
主动融入福建省委、省政府脱贫攻坚的战略部署,坚持把服务“三农”与金融服
务脱贫攻坚同研宄、同部署、同落实,深入推进“金穗惠农通”工程,大力发展
“扶贫小额信贷风险担保金”担保贷款业务,以普惠金融助推精准扶贫的有效开
展,金融精准扶贫工作取得较好成效。贫困人口是全面实现普惠金融的瓶颈与难
点。开展金融精准扶贫,通过对扶贫对象的精准识别、精准帮扶,可以有效引导
宝贵、有限的金融资源集中向贫困地区、贫困人口加速流动,这不但可以大大提
高扶贫成效,同时也可以让传统金融机构服务不到的贫困人口也都能拥有平等享
受金融服务的权利,从而加快推动普惠金融的全面实现。因此可以说,金融精准
扶贫是普惠金融的延伸与发展,也是实现普惠金融的一个重要途径

本文主要从普惠金融与精准扶贫的相关理论入手,从金融学、管理学、行为
金融学等多学科的角度对福建省A国有商业银行金融精准扶贫工作的现状、存在
问题进行梳理、分析,并提出建立健全优化当前金融扶贫工作机制的方式与路径

主要研究内容大致分为四个部分:第一部分是文献研宄和理论基础。第二部分主
要对福建省23个省定扶贫开发工作重点县的资源禀赋,经济、金融等发展困境进
行介绍,并重点对贫困人口的致贫原因进行研宄分析。第三部分主要对福建省A
国有商业银行近年来精准扶贫的主要做法和取得成效进行介绍,并对金融扶贫中
I 存在的主要问题及原因进行研宄。第四部分是为促进福建省A国有商业银行金融
精准扶贫工作更好更快开展而提出相应的建议与对策。福建省的扶贫攻坚是一项
长期而艰苦的工作。在今后的工作中,福建省A国有商业银行还需进一步增强金
融扶贫工作的使命感和紧迫感,持续加大工作力度,创新工作机制,不断根据实
践情况完善精准扶贫的政策措施,方能有效推动金融扶贫工作再上新台阶

II Abstract
Since the eighteenth Congress of the Communist Party of china, the central
government has put poverty alleviation and development work in a prominent position,
will rise to a new height. In the November 2015 meeting of the poverty alleviation work
conference,General Secretary Xi from a strategic and overall perspective,to the whole
Party issued a mobilization order to get rid of poverty, clear 2020 rural poverty in China
under the current standard out of poverty, poor counties to take off the poverty hat,
solve regional overall poverty. Fujian Province, although there is no national poverty
counties, but the province still has 2200 poor villages, 23 provincial key counties for
poverty alleviation and development, poverty and 452 thousand of the population
(including: poverty population of 253 thousand, the province of poverty population of
199 thousand), which accounted for the province&39;s county (City, district), total number
of villages, and 27% of the total population, 6.7% and 1.2%. Therefore, to achieve all
the province&39;s poverty population out of poverty by 2020, all the poor vill^es and poor
counties hat,is still a very arduous task. To this endj the Fujian provincial government
to respond positively to the CPC Central Committee called on December 26, 2015
issued f,on the implementation of the views of1 winning the precise poverty poverty
battle, the province&39;s poverty alleviation sounded chongfenghao.
The A Bank of Fujian province is a large state-owned listed commercial bank^
which is rooted in the county for a long time. Fujian A bank has always attached great
importance to the financial poverty alleviation work, especially in recent years, the
strategic deployment and actively integrate into the Fujian provincial Party committee
and provincial government of poverty alleviation, adhere to the three rural and
tackling poverty with Ihe financial services research, with the deployment, with the
implementation, to further promote the kins agriculture project development poverty
alleviation micro credit risk guarantee ftind loan guarantee business, in order to
effectively develop Inclusive Finance to boost the precise poverty, financial poverty
alleviation precise to achieve better results. Poverty is the bottleneck and difficulty to
achieve inclusive finance. To carry out financial through accurate identification, precise
poverty, poverty alleviation object accurate helping, can effectively guide the precious
III and limited financial resources to flow in poor areas, poor acceleration, which not only
can greatly improve the effectiveness of poverty alleviation, but also can make the
traditional financial institutions service to poor people also can have equal access to
financial the right, thus speeding up the full realization of promoting inclusive finance.
Therefore, it can be said that the financial accuracy of poverty alleviation is an
extension and development of Inclusive Finance, but also an important way to achieve
inclusive finance.
This article mainly from the Inclusive Finance and related theory of precise
poverty, from finance, management science, behavioral finance and other disciplines of
Fujian province A state-owned commercial bank financial poverty alleviation precise
status and problems of carding, analysis, and proposed the establishment of a sound
working mechanism to optimize the current financial poverty alleviation mode and path.
The main content of the thesis is divided into four parts: the first part is literature
research and theoretical basis. The second part mainly focus on poverty alleviation
county resources in 23 provinces of Fujian Province, the economic and financial
development are introduced, and focus on the poor research and analysis of the causes
of poverty. The third part mainly introduces the main methods and achievements of the
A National Commercial Bank of Fujian province in recent years, and studies the main
problems and reasons of financial poverty alleviation. The fourth part is to promote the
state-owned commercial banks in Fujian Province, the financial poverty alleviation
work better and faster development of the corresponding recommendations and
Countermeasures A. Poverty alleviation in Fujian province is a long and arduous task.
In the future, Fujian province A of state-owned commercial banks still need to further
enhance the financial poverty alleviation work sense of mission and urgency, continue
to intensify its efforts, innovation and working mechanism, continuously improve
according to the practice situation of precise Poverty Alleviation Policies and measures
to effectively promote financial poverty alleviation work to a new level.
