随着航空业的发展,航空服务人才需求激增,民航培训业处于加速发展时期,
其市场潜力巨大。但同时航空从业人员质量不高,人才培养模式存在的问题也显现
出来。面对复杂多变的国内外宏观环境和民航培训业的行业环境,企业面临良好发
展机遇的同时也存在着严峻的考验。随着企业规模的扩大,如何在克服民航培训业
面临的问题同时把握机遇,了解企业内部优势和劣势、外部机遇和威胁,提升核心
能力和竞争力,制定适合本企业发展的战略规划,是可持续发展的关键。所以本文
从内外部环境分析出发,采用 SWOT 分析法研究了北京广慧金通教育科技有限公司
(简称金通航空培训公司)的发展战略

首先,阐述了航空业及航空培训业的发展现状、发展趋势及人才培养模式,明
确了本文研究内容与方法,选择 PEST 和 SWOT 分析模型作为制定北京广慧金通教
育科技有限公司发展战略的分析工具

其次,分析了该公司面临的宏观环境、行业环境和内部环境,其中,宏观环境
运用 PEST 分析法分析政治、经济、社会和技术环境对航空业及航空培训业的影响;
行业环境主要分析了民航培训业的现状及竞争情况;内部环境主要从合作资源、人
才资源和培养模式三方面进行了分析

再次,运用 SWOT 分析法分析了企业内部的优势和劣势,外部的机会和威胁,
构建 SWOT 矩阵,依据分析结果和企业目标,制定了适合自身发展的战略规划

最后,根据企业制定的发展战略,从合作模式、人力资源、经营规模和管理水
平四个方面提出了适应差异化发展战略的具体实施对策

Abstract
With the development of the aviation industry,the demand for aviation service
personnel is increasing,the civil aviation training industry is in a period of accelerated
development, and its market potential is huge. But at the same time, the quality of aviation
practitioners is not high, the problem of talent training model is also shown. In the face of
the complex and changeable domestic and international macro environment and the
industry environment of civil aviation training industry, enterprises are faced with good
opportunities for development, but also there is a severe test. With the expansion of
business scale, how to grasp the opportunity in the civil aviation industry is facing the
problem of training to overcome, to understand their own strengths and weaknesses,
opportunities and threats, to enhance the core competence and competitiveness, strategic
planning for the development of the enterprise, is the key to sustainable development.
Therefore, this article from the internal and external environment analysis, combined with
the SWOT analysis method to study the development strategy of the company.
Firstly, This paper expounds the present situation and development trend of aviation
industry and aviation training industry and the training mode of talents.And defines the
research contents and methods, PEST and SWOT analysis model as the analysis tool
developed through the education development strategy of Beijing Guanghui Gold
Technology Co. Ltd.
Secondly, The paper analyzes the macro environment, the company faces the industry
environment and internal environment, including macro environment, using the PEST
analysis method analysis of political and economic, social and technological environment
of the aviation industry and aviation training industry; industry environment mainly
analyzes the present situation and the competition situation of civil aviation training
industry; the internal environment mainly from cooperation resources human resources,
training mode and three aspects of the analysis.
Then, SWOT analysis method is used to analyze the strengths and weaknesses,
external opportunities and threats, and to construct the SWOT matrix. According to theAbstract

analysis results and the enterprise goals, the author makes a strategic plan for their own
development.
Finally, according to the development strategy of the enterprise, the paper puts
forward the concrete implementation measures to adapt to the different development
strategy from four aspects: cooperation mode, human resources, management scale and
management level.
