本文首先介绍了商业模式和工程总承包的发展历史、不同学者的观点，以及经典的
商业模式模型。从资金角度研究分析了我国现有光伏电站总承包模式的三种子模式，即
业主全资建设模式、总承包商带资建设模式，以及设备商货物账期延迟模式，指出了它
们的优缺点、相互结合的方式，以及光伏电站工程 EPC 商业模式设计的核心问题；然
后，研究了国有企业光伏电站总承包商业模式设计评估需要的工具，包括基于 SWOT
理论提出的国有企业光伏工程总承包 SWOT 分析模型，以及基于商业模式轮理论提出
的国有企业光伏工程总承包商业模式轮模型；接着，从光伏扶贫和 PPP 出发，结合国有
企业的特点，通过引入投资基金环节，研究并提出了国有企业光伏电站工程总承包新型
商业模式，包括该模式的逻辑架构、特点等；最后，以某国有 A 公司及其实际工程案例
为背景证明了所提国有企业光伏工程总承包 SWOT 分析模型、商业模式轮模型，以及
国有企业光伏电站工程总承包新型商业模式的有效性
本文工作有效提升了 SWOT 模型和商业模式轮模型在国有企业参与光伏电站工程
总承包方向上的适应性，为国有企业从事光伏工程总承包商的战略定位分析和商业模式
评价提供了所需工具。所提出的新型商业模式将国有企业由单纯的总承包商，推向了承
包商与投资人相结合的角色，不仅能够为国有企业参与光伏扶贫提供有效帮助，还可以
在更广泛意义上为国有企业参与 PPP 工程提供有益借鉴

Abstract
With the rapid development of solar energy generation, more and more state-owned
enterprises began to enter the field of photovoltaic power plant construction. At present, EPC
is widely used in the photovoltaic (PV) power station construction in China. Because of its
own characteristics, the state-owned enterprise will face many pressures when being the
general contractor and can’t give full play to their own capabilities. Based on the theory of
business model and EPC, with the actual engineering case of state-owned company A, this
paper researches the problems of business models design and evaluation which are met by
state-owned enterprises when they participating in the EPC project of PV power plant.
Firstly, the history and the viewpoints of different business model and general
contracting are introduced. From the capital point of view, the paper analyzed the three
sub-models of China&39;s existing PV power plant general contracting mode and pointed out their
advantages and disadvantages and the core problem of PV power plant EPC business model
design; Secondly, this paper studied the necessary tools for the design and evaluation of the
state-owned enterprises PV power plants general contracting model, including the
state-owned enterprise PV power plant general contracting SWOT model and the state-owned
enterprise PV power plant general contracting business model wheel; Thirdly, from the angle
of photovoltaic poverty alleviation and PPP, combined with the characteristics of state-owned
enterprises, and by using the investment funds, the new PV power plant general contracting
business model are proposed. Finally, based on the cases of state-owned company A, the
effectiveness of the state-owned enterprise PV power plant general contracting SWOT model,
the business model wheel model and the new PV power plant general contracting business
model is proved.
The work of this paper effectively enhances the adaptability of the SWOT model and the
business model wheel when they are used to solve the problems of state-owned enterprises
participating in the PV power plant general contracting. The new business model proposed by
this paper changes the state-owned enterprises from a general contractor to the role of general
contractor and investor. This new business model also provide a useful reference for the
state-owned enterprises participating in other PPP projects in a broader sense.
