摘要
2014年2月,全国企业信用信息公示系统
(http://www. gsxt. gov. cn/index. html)面向全社会正式运行,全社
会都可以通过该系统查询企业的信用信息。在该系统公示的内容中,
包含企业在设立时的信息,比如登记许可信息;企业的年度经营情况,
如年度报告;企业开展了违法违规的经营行为后,被执法部门处罚的
情况,如行政处罚等。该系统还融合了企业信息公示、经营异常名录、
严重违法企业名单等模块,将海关、工商、税务、质检、食品药品安
全、银行、安全生产、法院等等众多部门的监管信息吸收到一起,社
会公众一查询就可以知道企业的所有信用信息,使得企业如果在全国
企业信用信息公示系统中产生不良信用信息,就会一处违法,处处受
限,如此高的违法成本,使得企业想钻空子也会带来巨大的损失,以
此促进企业守法守信经营

而在系统运行2年多的时间里,许多企业因为针对该系统中的信
用信息的管理不到位,影响了企业管理的成效以及经济效益的获得

在此背景下,针对全国企业信用信息公示系统,企业必须加强针对该
系统的信用信息管理(如注册登记、行政处罚、经营异常状态等)、
维护自身在该系统中的信用信息,从而在当今的信用社会获得经济效
益,促进企业发展。基于全国企业信用信息公示系统运行的背景,企
业通过多种手段加强企业自身的管理来维护自身在该系统中的信用
信息,对企业的发展、壮大有着不可估量的作用。本文通过管理需求
理论、契约经济理论、信息不对称理论以及交易成本理论分析了企业
加强该系统下信用信息管理的重要性,随后以福州市企业为例,收集
自2014年2月份以来全国企业信用信息公示系统运行后福州市企业
在该系统中的信用信息现状数据,并以问卷调查的形式收集福州市企
业在该系统中产生不良信用信息的原因等数据,并进行分析、论述存
在的问题和产生的原因、危害。同时,本文以福州市A企业为例,借
鉴其管理经验,提出了如何维护福州市企业在系统中良好的信用信息

的对策,具体而言,就是完善企业内部制度建设、构建企业信用文化,
进而提升企业的信用信息管理水平

在党的十八大报告中,明确提出了我国的诚信建设具体要求,就是要加强政
务诚信、商务诚信、社会诚信和司法公信建设。同时,在十八届三中全会上,党
中央更是进一步提出了“完善社会主义征信体系建设褒扬诚信行为惩戒失信行
为”的要求。《中华人民共和国国民经济和社会发展第十二个五年规划纲要》也
提出了“加快社会主义信用体系建设”的总体要求[比而就在2014年2月7曰,
国务院以文件的形式正式发布了《注册资本登记制度改革方案》,方案的主要内
容是要以企业法人作为国家信息资源库的基础,构建一个全社会共同可查询的市
场主体信用信息公示系统,以此系统作为对外窗口,为完善社会信用体系建设提
供数据基础和网络平台。在此系统中,企业必须依照相关法规的规定,定时向该
系统提交年度报告、资质资格等信息,同时由工商部门对此类信息予以公示,并
融合工商部门的登记、监管等信息,为实施行政许可、监管处罚提供数据支持
