摘要
由于太阳能发电在应对能源危机、推进战略型新兴产业发展的战略地位及解决
特殊用电需求的作用,太阳能发电得到了世界各国的普遍重视。然而光伏产业发展
面临重重困难,由于成本高等原因,其自身发展能力比较弱,规模化发展进程缓慢

因此对分布式光伏发电运行管理模式进行研究,促进其自身发展能力,提高规模化
水平,显得尤为重要。本文以袍江经济开发区分布式光伏产业发展为例,对袍江地
区的光伏产业运行管理模式进行分析,构建了适合袍江地区光伏产业的运行管理模

首先,介绍了分布式光伏发电系统的组织构造、光电转换原理和主要建设方式

总结了光伏发电的优缺点。总结了分布式光伏发电系统与建筑物的一体化规划设计
模式,分布式光伏发电行业所面临的主要发展障碍,包括技术和设备方面的缺陷、
发电成本较高、缺乏政策激励等问题。利用关系网络模型对分布式光伏发电项目各
利益相关方的地位和相互之间的影响进行分析,为构建合理的分布式光伏发电系统
建设运营模式奠定基础

其次,针对袍江经济开发区光伏产业发展遇到的问题,提出了新的光伏产业建
设模式,系统维护模式,光伏设备回收模式。其中针对光伏产业中最重要的光伏产
业建设模式。从政策层面建议,细化政府补贴、政府牵头引导光伏产业技术创新提
高光伏企业的积极性,扩大光伏产业的使用范围;通过创新金融渠道,引入众筹新
的融资模式,为光伏企业解资金问题,确保真正有潜力的光伏企业不会因为资金问
题破产;加强光伏产业的质量保证,对光伏产业进行合理规划设计,成立有资质的
部门对光伏设备进行检查,引入第三方监管模式督促光伏企业提高光伏设备质量;
针对居民用户设计了居民合作模式,合作方式多样性,确保更多群众能够享受到光
伏发展带来的成果和收益;针对工业园区用户设计了工业园区运行模式,引入第三
方项目公司为企业业主量身定做光伏节能方案,企业业主可以通过最小的风险,最
低的投入完成节能减排过程

最后,对光伏系统运行中遇到的问题,提出成立公共平台,完善光伏系统运行
中的服务工作,提升业主的光伏使用体验。同时废除传统的光伏设备回收模式,提
出逆向物流回收,确保光伏设备的资源性再利用,降低光伏废弃物带来的环境危害

Abstract
As the special role solar power generation plays in solving energy crisis, improving
the status of strategic emerging industry development and meeting the special demand
for electricity, it has attracted world-wild attention. However, due to various reasons
such as high cost, weak self-development ability and low large-scale development
process, the development of photovoltaic industry is facing tremendous difficulties.
Therefore, it is extremely important to conduct a research in the operation and
management mode of distributed photovoltaic power generation, promote its
self-development ability and scale level. This paper takes the photovoltaic industry
development of Paojiang Economic Development Zone for example, analyzing the
operation and management mode of photovoltaic industry and constructing suitable
models.
Firstly, the paper introduces the organization structure of distributed photovoltaic
power generation system, the principle of photoelectric conversion and the main
construction method of distributed photovoltaic power generation system. It has summed
up the advantages and disadvantages of photovoltaic power generation,the integrated
design mode of distributed photovoltaic power generation system and buildings as well
as the mainly developmental barriers faced by this industry, including the disadvantages
in technology and equipment, the high cost of electricity generation and the lack of
incentive policies. It will also analyze the mutual influence and the status of stakeholders
through relational network model.
Secondly, according to the problems encountered in the development of
photovoltaic industry in Paojiang Economic Development Zone, a new PV industry
construction mode, system maintenance mode and PV equipment recycling mode are put
forward. Among them, the most important part is the construction model of photovoltaic
industry. At the policy level, we should refine government subsidies, motivate the华北电力大学硕士学位论文

activity of photovoltaic industry through improving the technological innovation and
expand the use range of photovoltaic products; solve financial problems through
innovative financial channels and the introduction of a new financing model and make
sure that the real potential of photovoltaic enterprises will not encounter bankruptcy due
to financial problems; strengthen the quality assurance of photovoltaic products, the
rational planning and design of the photovoltaic industry, establish qualified departments
to inspect the photovoltaic equipment, and lead in a third-party regulatory model to
promote photovoltaic enterprises to improve the quality of photovoltaic equipment;
design for the residents of the mode of cooperation, diversity of cooperation to make sure
that more people can enjoy the achievements and benefits of photovoltaic development;
for industrial park users, design the industrial park operation model and introduce a
third-party project company energy-saving; business owners could complete the
energy-saving emission reduction process by minimum input and at lowest risk.
Finally, in order to solve the problems encountered during the operation of
photovoltaic systems, we should set up a public platform, and improve the service and
users’ experience. Meanwhile, we should also abolish the traditional photovoltaic
equipment recycling model, put forward reverse logistics recovery, ensure the resource
reuse of photovoltaic equipment and reduce the environmental harm caused by
photovoltaic waste.
