摘要
随着我国经济金融步入新常态,金融创新步伐和金融自由化改革进程日益
加快,信息技术广泛应用,“互联网”、“物联网”全方位影响着商业银行的经营模
式,银行业竞争日趋激烈。商业银行业务模式和经营模式的变化促使其不断推
出新产品、新业务,增加了商业银行营运的复杂程度和营运操作风险防控要求。
同时,近年来在全球范围内屡屡发生的操作风险事件给商业银行造成了巨大损
失。如何防范商业银行操作风险,增强商业银行操作风险控制能力,降低商业
银行操作风险损失,已成为我国银行业监管机构和商业银行共同关注和研究的
重要课题。因此,研究这一问题具有一定的研究应用价值。
本文选择营运操作风险这一商业银行操作风险细分领域,因为营运条线是
商业银行经营发展的基础保障部门,营运操作风险管理工作是商业银行操作风
险管理和内部控制机制的重要组成部分。在商业银行的转型发展中,面对营运
操作风险的固有特征和新型营运操作风险种类,如何加强营运操作风险管理,
已经成为当前商业银行操作风险管理体系建设中亟待解决和研究的课题。本文
在结构上共分5章。其中,第1章为导论;第2章为新常态与商业银行营运操
作风险概述;第3章为交通银行 J 省分行营运操作风险管理现状;第4章为完善
交通银行 J 省分行营运操作风险管理的对策建议;第5章为结论与展望。
为了更好地研究分析目前我国商业银行营运操作风险管理存在的问题,本
文以笔者所在的交通银行 J 省分行为例,结合新常态下新型营运操作风险种类、
交通银行 J 省分行营运操作风险管理现状及其典型案例,指出其存在的问题,在
对这些问题进行剖析的基础上提出完善措施。

Abstract
With the rapid development of China&39;s economy and finance, the pace of
financial innovation and the process of financial liberalization are becoming more and
more popular. The information technology is widely used. The "Internet" and
"Internet of Things" all affect the business model of commercial banks and the
increasingly fierce competition in banking industry. The changes in business model
and business model of commercial banks have led to the introduction of new products
and new business, which has increased the complexity of commercial bank operations
and the operational control and control requirements. At the same time, in recent
years in the global operation of the risk of repeated incidents to the commercial banks
caused huge losses. How to prevent the operational risk of commercial banks,
enhance the operational risk control ability of commercial banks and reduce the loss
of operational risk has become an important subject of common concern and research
of banking supervisors and commercial banks in China. Therefore, the study of this
problem has a certain research value.
This paper chooses the operation risk as the basic guarantee part of the
commercial bank&39;s operational risk management, which is an important part of the
operational risk management and internal control mechanism of the commercial bank.
In the transformation and development of commercial banks, in the face of the
inherent characteristics of operational risks and the types of new operational risks,
how to strengthen operational risk management has become an urgent problem to be
solved and studied in the construction of operational risk management system of
commercial banks. This paper is divided into five chapters. Chapter 1 is introduction.
Chapter 2 is the new normal and the overview of the operational risk of commercial
banks. Chapter 3 is the current situation of the operational risk management of the
Bank of Communications in J Province. Chapter 4 is the suggestions to improve the
Bank of Communications J Province branch operation risk management; Chapter 5 is
for the conclusions and prospects.
In order to better summarize the existing problems in the operation and operation
risk management of commercial banks in China, this paper takes the Bank of JiangxiAbstract

Province as an example, combined with the new types of operational risk under the
new normal situation, and the operational risk management of Jiangxi Branch of
Bank of Communications and its typical case, pointed out its existing problems, in the
analysis of these issues on the basis of the proposed measures to improve.
