摘要
随着全球经济一体化进程不断加快，中国国内市场开放度不断提高，外商直
接投资流入中国的规模也在逐步扩大。目前，大量的跨国公司在中国落户，中国
利用外资的规模与日俱增，外资对中国农业经济的各个方面都产生了深远而重大
的影响。尤其在外资加速进入我国粮食产业链的背景下，粮食产业链会否整体步
大豆产业链“沦陷”的后尘成为业界关注的焦点。如何在有效利用外资的同时，
“利用外资”而不“被外资利用”，确保新时期国家粮食产业链安全，为保持食
品价格稳定、管理通胀预期提供有力支撑，是我们必须直面的重大问题。外资加
速进入我国粮食产业链，一方面，有利于促进粮食产业链各环节的改革和焕新，
激发粮食市场活力，带来先进技术和管理经验等，另一方面也势必对我国粮食产
业链安全产生威胁。本文从粮食产业链的生产、仓储、流通、加工、销售等环节
全面分析了外资对我国粮食产业链生产运营管理的影响机制，在厘清粮食产业链
关键环节的基础上，对各个环节的安全进行评估。研究发现，我国粮食产业链生
产环节基本安全，但是处在生产环节的农业机械、种子、化肥、农药均被有被外
资操控风险，种子、化肥、农药一条龙也加大了我国粮食产业链对外资的依赖性；
流通环节的仓储外资渗透较强，这与中国政府利用仓储调节市场平衡的目的相背
离，值得引起重视；加工环节的食品和餐饮外资所占比重不高，但是食用油加工
领域基本被外资掌控；销售环节，外资在中国建立了比较完善的一级、二级销售
体系，市场占有率逐年攀升，这一定程度上降低了粮食的获得性，不利于市场稳
定。在分析评估粮食产业链各环节的基础上，利用回归分析了外资利用背景下产
业链安全的正面效应和负面效应。从实证结果来看，我国粮食产业链总体安全，
但在有些环节还是存在一定风险，粮食安全事关国计民生，一定要把风险控制在
合理范围

对此，本文在纵向分析粮食产业链各个环节安全性的基础上，结合国外保障
粮食产业链安全的成功经验，提出在开放经济条件下，要正确认识外资对我国粮
食产业链的影响，趋利避害，在粮食产业链关键环节限制、引导外资，在非关键
环节充分利用外资，从整个产业链视角着手，打造现代粮食产业体系，在主动利
用外资而非被外资利用中积极防范外资进入对我国粮食产业链产生的风险，寻求
一种更为综合、更为系统、更深层次、更高水平的全方位粮食产业链安全

ABSTRACT
With the rapid progress of global economic integration, the domestic market
Chinese openness continues to improve, the inflow of foreign direct investment
Chinese scale is gradually expanding, at present, a large number of multinational
companies settled in China, the scale of China&39;s utilization of foreign capital is
increasing, foreign capital has a profound and significant impact on all aspects of
China&39;s agricultural economy. Especially in the foreign capital to accelerate the entry
of China&39;s grain industry chain, whether the whole food industry chain to enter the
fall following the footsteps of soybean, which has become the focus of the industry.
How to use foreign capital effectively, at the same time, the use of foreign capital
rather than by the use of foreign capital, to ensure the safety of the national food
industry chain in the new period, to keep food prices stable, managing inflation
expectations to provide strong support, these are the major issues that we must face.
Foreign capital to accelerate the entry into China&39;s grain industry chain, one side, is
conducive to stimulate the vitality of the market, bring advanced technology and
management experience, on the other hand, it is bound to threaten the security of
China&39;s grain industry chain. From the production, storage, distribution, processing,
marketing and other aspects of the industry chain, this paper analyzes the impact
mechanism of foreign capital on China&39;s grain industry chain security, on the basis of
clarifying the key link of grain industry chain, it makes use of foreign capital security
evaluation. This study found that the production process is basically safe, but in the
production process of agricultural machinery, seeds, fertilizers, pesticides are
controlled by foreign investment, this makes the grain of the quality of the hidden
dangers, the linear pattern of seed, fertilizer and pesticide has also increased the
dependence of China&39;s grain industry chain with foreign capital. Distribution of
foreign investment in the strong infiltration of foreign capital, this is a departure from
the Chinese government&39;s aim that it uses storage to regulate the market equilibrium,
these aspects deserve attention. In the processing aspects of food and beverage, the
proportion of foreign capital is not high, but the field of edible oil processing is fully
controlled by foreign capital. In sales links, foreign investment in China has
established a relatively sound first level and the second level of sales system, market
share increased year by year, to a certain extent, the availability of grain is reduced, It
is not conducive to the stability of the market.
This paper not only analyses the influence of foreign capital on China&39;s grainIII
industry chain, but also compares the successful experience of foreign capital
utilization in foreign countries. Finally, this paper puts forward the impact of foreign
capital on China&39;s industrial chain security in the development of economic conditions.
Draw on the advantages and avoid disadvantages, in the food industry chain, the key
link is to use the means of restricting and guiding the foreign capital, and at the same
time, make full use of foreign investment in the non key link. From the perspective of
the whole industry chain to build a modern food industry system, in the active use of
foreign capital rather than by the use of foreign investment, and actively prevent the
foreign capital to enter the risk to the grain industry chain in China, looking for a
more comprehensive, more systematic, deeper level, a higher level of the whole grain
industry chain security.
