本文首先回顾了国内外商业银行内部风险控制的发展历程,在充分了解国内
外商业银行关于内部风险控制研究现状的基础上,同时对我国商业银行柜面业务
操作风险管理进行了梳理。在对全国商业银行的柜面业务操作风险管理现状深入
了解,并其存在的主要问题进行分析之后,以光大银行长春东盛大街支行为研究
对象,深入地分析了光大银行长春东盛大街支行柜面业务操作风险管理存在的问
题及原因,对商业银行柜面业务的特点和概况进行介绍,对光大银行长春东盛大
街支行柜面业务操作风险管理具体情况进行了分析,光大银行长春东盛大街支行
柜面业务操作存在的主要问题为集中在内控机制、管理导向、业务流程、管理制
度和队伍建设等五个方面,本文以商业银行柜面操作风险等相关理论为基础,分
析光大东盛支行的柜面业务操作流程中存在的主要问题,从实际出发提出完善柜
面业务操作风险的措施,为柜面业务操作风险管理提供理论支持,通过借鉴国外
先进的管理理念,建立一套科学有效的操作风险管理体系,强化操作风险管理,降低
柜面业务风险,提升品牌价值,提高市场竞争力,为光大银行长春东盛大街支行提供
政策建议,理论支持

Abstract
With the development of economical globalization, the scale and the
specialization degree of the bank have continuously expanded. How to effectively
manage the operation risk, reduce loss in finance is the most concern. The Basel
committee launch of New Capital Accordofficially in 2004, which take the operational
risk into the management framework for the first time.The publication of this book
puts forward new requirements to the international banking operational risk
measurement and management .From the perspective of our country, the domestic
commercialdraw lessons from international experience. They base on taking the
customers as the center,focus on exploring the operation mode of counter business as
the centralized processing,which advances the efficiency of business processing,
reduces theoperational risk in the process of business circulation and improve the
competitive ability. Due to the financial business starting late in China,great economic
losses have been caused by imperfect internal procedures and lag in personnel
management system. All kinds of operation risk have changed along with the change of
the way that they operate. prevention of operational risk, monitoring and evaluation
become important link to promote the development of China&39;s banking industry.
This paper reviewed the domestic and foreign development of commercial bank&39;s
internal risk control at first. On the basis of understanding the domestic and foreign
commercial Banks’s statusabout the internal risk control research, it also generalizes
our country commercial bank counter business operation risk management at the same
time.After analyzingof existing main problems in commercial bank,this paper seems
changchun, everbright bank DongSheng avenue branch as the research object, deeply
analyzes the everbright bank branch of changchun DongSheng street counter business
operation risk management problems and reasons. The characteristics and situation of
commercial Banks are generally introduced.Branch of everbright bank changchun
DongSheng street map specific operational risk management conditions are analyzed,
everbright bank changchun DongSheng street branch counter business operations main
titled focused on the internal control mechanism, managementguidance, business
processes, management system and team construction and so on five aspects. Basing
on the counter commercial Banks operating risk and relevant theory, it analysisthe
main problems existing in the operation process of everbright DongSheng branch
counter business.Starting from the practical suggestions to consummate the counter
business operation risk measures, this paper provides theoretical support for counterIII
business operation risk management.Through drawing lessons from foreign advanced
management concept, to establisscientific and effective operational risk management
system,to improve the level of operational risk management, to reduce the risk of
commercial bank counter business,to enhance the brand value of commercial bank, this
paper provides policy advice and thoery support for everbright bank changchun
DongSheng avenue branch.
