摘要
“十三五”期间，我国经济步入增长保持中高速、质量迈向中高端的新常态，消费需求
持续增长，电商寄递市场井喷式发展，给 A 公司带来了机遇。A 公司目前共有服务网点 4000
多个，承担着广东全省速递邮件的揽收、集散、经转、投递，其网点布局、网络规划，对
公司的运营成本、时效和质量起着决定性的影响，因此，有必要对其进行研究分析、找出
关键点进行优化调整，统一规划

本文以 A 公司网络运行为案例背景，在案例正文部分介绍了 A 公司基本情况、网络运
行现状及其影响因素，并重点介绍了网点选址的内容。在案例分析部分以 A 公司省处理中
心选址为切入点，建立双层规划选址模型和运用粒子群遗传混合算法求解，并从原始数据
获取、数据转换、建模、运算过程、求解结果、效果评估等方面进行详细介绍

本文希望通过对 A 公司省处理中心选址的研究，总结归纳出一个可直接快速应用于快
递业解决网点选址和网络运行规划的方案。A 公司作为快递业的代表，建立双层规划选址
模型和运用粒子群遗传混合算法求解结果经过实践证明取得了很好的经济效益。因此，本
文研究结果不仅对 A 公司省处理中心选址具有重要意义，也对 A 公司市处理中心，乃至对
整个快递业处理中心的选址也具有重要的借鉴意义

ABSTRACT
During the period of the 13th Five-Year Plan, China&39;s economy has entered into the new
normal of maintaining medium-high rate and mid-to high-end quality. With the sustainable
increase of consumption demand, the Posting and delivering market of E-commerce showing a
rapid development trend , which brings a new chance to A company. Currently, A company has
more than 4000 service outlets and undertakes the express mail’s collection, distribution, transfer,
delivery of Guangdong province. Its network layout and network planning play a decisive role in
the operation costs, timeliness and quality of A company. Therefore, it is necessary to study and
find out the key points to optimize the adjustments and make the unified plannings.
This paper bases on network operation of A company, which main part introduces the basic
situation, network operation situation and its influence factors, focuses on the content of the site
selection as well. In terms of the location of provincial processing center of A company, the part
of case analysis establishes the model of bi-level programming location and uses GA-PSO to
solve the problem. The acquisition of initial data, data transformation, modeling, operation
process, calculation results and effect assessment are depicted in detail.
Through the research on the location of provincial processing center of A company, this
paper hopes to sum up a scheme that can be applied in express delivery industry directly and
quickly to solve network location and network operation planning. As a representative of express
delivery industry, A company sets up bi-level programming location model and the solution of
GA-PSO, which achieved good economic results that has been proved by practice. Therefore, the
results of this paper have important significance for the location of provincial and city processing
center of A company, and even to the entire express delivery industry.
