摘要
构建全球能源互联网是应对能源可持续发展、气候变化、环境污染等严峻挑
战的治本之策,而中韩电网互联工程将成为其关键节点工程。作为电网基建项目
投资决策的重要依据,经济效益分析始终扮演着非常重要的角色。本文的目的是
通过搭建电网互联工程的经济性评估指标体系,优选评估方法,对中韩电网互联
工程的经济效益进行全面分析

本文通过研究电网规划经济性评价的发展现状,分析了电网规划经济性评价
工作中存在的不足,确立了电网规划经济性的量化评价方向,提出了由 17 项经
济性评估指标组成的电网互联工程经济性评估指标体系。经过比选常见的电网规
划经济性评估方法,确定采用数据包络分析法构建中韩电网互联工程的经济效益
量化评价模型。为解决常见数据包络分析模型的弊端,同时考虑到三项非期望产
出经济性评估指标,建立了改进超效率数据包络分析法模型

本文介绍了韩国电力概况及进口电力预期情况,通过一定比率的预期发电容
量由近邻蒙古、俄罗斯、中国等国家具备电价优势的进口电力填补,测算出了韩
国的预期进口电力收益。提出中韩电网互联工程规划方案后,估算出了联网工程
的预期总投资数额。结合经济性指标评估体系和量化方法,计算得出净现值、投
资回收期、内部收益率三个核心经济效益评估指标以及其他 14 项经济效益指标
数值

运用单项指标定量数据分析,得出中韩电网互联工程经济效益分析的实证研
究结果为理想。运用改进超效率数据包络分析数学模型进行统筹定性数据分析,
计算得出了中韩电网互联工程经济效益值。本文还介绍了俄韩联网、韩日联网、
俄日联网等东北亚电网互联工程其他部分的规划方案,并指出了对中韩电网互联
工程经济效益的潜在影响

Abstract
To establish global energy interconnection is the fundamental way to cope with
severe challenges of energy sustainable development, climate change and
environment pollution, among which the grid interconnection project between China
and Korea will become the key node project. Economic benefit analysis always plays
a vital role as the main decision-making reference of grid infrastructure project
investment. The aim of this dissertation is analyzing systematically the economic
benefit of grid interconnection project between China and Korea through establishing
economic evaluation index system of grid interconnection project and selecting
evaluation method.
In this dissertation, the current situation of the power grid planning economic
evaluation is summarized, its shortage is analyzed, and then the power grid planning
economy quantitative evaluation direction is cleared. The economic evaluation index
system of grid interconnection project, consisting of 17 economic evaluation indexes,
is presented. Several common economic evaluation methods of power grid planning
are enumerated and compared. Data Envelopment Analysis Method is chosen to
establish economic benefit quantitative evaluation model of grid interconnection
project between China and Korea. According to some major problems existing in
common Data Envelopment Analysis models, also taking into account three
non-expected output economic evaluation indexes, an Improved Super Efficiency
Data Envelopment Analysis Model is provided.
This article introduces the general situation of Korea Electric, and also expected
import electric power. A certain percentage of expected power generation capacity
will be filled by the import electric power with price advantage, which is made by the
close neighbor, including Mongolia, Russia and China. Then, the revenue of expected
import electric power is calculated. Based on the planning program of China-Korea
Grid Interconnection project, its expected total investment amount is estimated. With
economic evaluation index system and quantitative method, three core economic
benefit evaluation indexes, net present value, payback period, internal rate of return,
and also the value of other 14 economic benefit indexes are calculated.
Through quantitative data analysis of single Index, the economic benefit analysis
result of grid interconnection project between China and Korea empirical study are
ideal. Use the mathematical model of “Improved Super Efficiency Data EnvelopmentAbstract

Analysis”, and carry on the integrated qualitative data analysis. Consequently, the
economic benefit value of China-Korea Grid Interconnection project is calculated.
This article introduces planning scheme of other parts of Northeast Asia Grid
Interconnection Project, such as Russia-Korea Grid Interconnection, Korea-Japan
Grid Interconnection and Russia-Japan Grid Interconnection, and also indicates the
potential impact for China-Korea Grid Interconnection Project economic benefit.
