本论文分为六章：第一章阐述了选题背景及意义，对国内外科技成果
转化金融支持前沿进行了归纳；第二章对科技成果、科技成果转化及科技
金融等概念进行界定，梳理了科技成果转化金融支持的相关理论；第三章
分析了山西省科技成果产出、转化以及金融支持科技成果转化情况，提出
了存在的问题；第四章针对存在的问题从金融信贷、政府财政、资本市场、
风险投资等四个方面进行深入分析；第五章整理了美国、日本以及中关村、
杭州、重庆等国内外科技成果转化金融支持经验；第六章就存在的问题提
出了对策，要发挥政府金融支持作用，加大商业金融支持，丰富多层次资
本市场，加快发展风险投资
通过本文的研究，从理论上能够拓展科技成果转化金融支持的相关理
论，从实践上能够为山西省科技成果转化提出具体操作措施，进而推动山II
西省经济转型跨越发展，提升山西省科技成果转化水平。对探寻山西省科
技成果转化金融支持的合理路径具有重要的实践意义

Study on Financial Support for Transformation
of Scientific and Technological Achievements in
Shanxi Province
Abstract
In today’s world, the core of economic competition is gradually focusing
on the competition of science and technology. The transformation of scientific
and technological achievements is the best way to combine science and
technology with economy. Because Shanxi Province locates in inland of China,
its scientific and technological strength has been relatively backward. Though
the investment on science and technology has increased year by year, the
supporting role of scientific and technological innovation in economic
development is not fully demonstrated. The basic reason is the weak capacity in
scientific and technological innovation and low transforming rate of scientific
and technological achievements. Due to that, the economic development of
Shanxi Province cannot be effectively promoted. When science and technology
are combining with economy, investment on science and technology would be
the main restraint on the transformation of scientific and technological
achievements.
This article can be divided into six chapters: the first chapter introduces the
background and significance of choosing this topic, and summarizes leading
cases of financial support for the transformation of scientific and technological
achievements at home and abroad; the second chapter gives definition to some
concepts, such as the scientific and technological achievements, the
transformation of scientific and technological achievements and the
technological finance, and systemizes related theories on financial support forIV
transformation of scientific and technological achievements; the third chapter
analyzes the output and the transformation of scientific and technological
achievements and the current situation of financial support for transformation of
scientific and technological achievements in Shanxi Province, and points out
existing problems; the forth chapter profoundly analyzes those problems from
the aspects of financial credit, government finance, capital market and venture
capital; the fifth chapter offers pieces of experience on financial support for
transformation of scientific and technological achievements at home and abroad,
such as the United States, Japan and Zhongguancun, Hangzhou and Chongqing;
the sixth chapter provides solutions which are letting government finance play
its supporting role, increasing commercial financial support, enriching the
multi-level capital market and accelerating the development of venture capital.
On the aspect of theory, it develops related theories of financial support for
transformation of scientific and technological achievements; on the aspect of
practice, it offers detailed steps for the transformation of scientific and
technological achievements in Shanxi Province, so that Shanxi Province’s
economic transition can be achieved and its economy can developed with leaps
and bounds. Based on that, the transformation of scientific and technological
achievements can be improved. Moreover, this study plays an important role in
choosing an appropriate way to realize the transformation of scientific and
technological achievements in Shanxi Province.
