摘要
近年来，随着中国经济的不断改革，中国经济和社会的整体发展已经迈上一个
新的台阶，归根来说，就是由高增长、粗放型经济发展模式，转而迈向中高速增长、
精耕细作的发展阶段；产业结构由过去的中低端发展水平优化为中高端发展水平；
之所以能够持续增长是因为更加注重投资、要素和创新驱动，强调创新在国家和社
会发展中的主导作用；它指明了社会主义市场经济转型的重要因素，那就是政府在
市场经济中起着决定性的作用，经济福祉也正在从过去“部分先富起来”转变为“大
家共同富裕”。这些现象的产生都不是突然的，而是具有时代规律性，说明现在中
国经济社会的发展已经到了一个新的历史阶段，亦即常见报端的中国经济发展进入
了新常态，由过去“只要敢干就能赚到钱”，转变到现在是“要怎么干才能赚到钱”

本文选取的研究主体是无锡市惠山区产业园，该园区位于长三角地区，是无锡
民营生产型企业集聚地，“苏南模式”发展起源地就是来自于此。目前，在整个惠山
区产业园中，具有企业约 19000 多家，其中大约近 9000 家工商企业，平均计算下
来，每 26 人就拥有一家企业，在全国都位于领先位置，这也是我国企业密集度最
高的地区之一，本文从此处入手，在归纳分析供给侧改革的意义的基础上，通过问
卷调查、实地走访等形式，进一步分析企业目前存在的降低制造企业成本等各项问
题，研究如何在我国实施的“互联网＋”战略和《中国制造 2025》下，思考分析
推进供给侧改革的过程中重点需要解决的难点和重点问题，研究产业园区的重点企
业特别是中小企业应该怎样行动起来，主动改变以适应经济新常态，追求自我发展，
从而杀出一条血路，适应和引领在惠山经济发展环境下中小企业发展的经济新常
态，为推动全国中小企业开展供给侧变革实现转型提升的研究提供一个参考

Abstract
In recent years, as China&39;s economic reform and development, China&39;s overall
economic and social development has taken on a new step, after all, it’s time to the end
of the past of that kind of high growth and extensive economic development mode,
turned towards the high-speed growth, the development of intensive cultivation
stage;Industrial structure is the overall level of mid-range by the past in the transition to a
high level;Growth will be driven by the past heavy elements, investment-driven to
innovation-driven, emphasize the leading role of innovation in the country and social
development;Emphasis on the allocation of resources by the government as the leading
market economy to play a decisive role in the rule of law of market economy
transformation;Economic well-being is from the past ahead of the actual type to include
sharing type transformation.This shows that China&39;s economic and social have been
developed to a new historical stage, that is, common headlines about China&39;s economic
development has entered a new norm, namely from the past as long as you dare to do to
earn moneytohow do you do to earn money .
This article selects the research subject is huishan industrial park in wuxi, located in
the Yangtze river delta region, is a private production-oriented enterprises to gather in
wuxi, has created a remarkable the development of southern jiangsu model.At present,
the district has 19000 various types of industrial and commercial enterprises, of which
9000 industrial enterprises, every 26 people have a company, is one of the areas of the
highest densities of construction enterprises in China, this article obtains from here, in
the inductive analysis of the meaning of industrial supply side, on the basis of further
analysis enterprise existing lower manufacturing costs and so on the various problems, to
study how to implement the strategy of Internet + in our country and made in China
2025, this paper advance the reform of the supply side, the key to solve the difficulty
and key in the process of thinking of local enterprises, especially small and
