摘要
当前，环境治理已成为国家治国理政的一个重要方面。它关系着整个
经济发展、社会建设、人居环境，甚至国际往来等，环境问题、资源问题、
生态问题，已经成为经济与社会发展面临着的严峻考验。作为社会经济最
活跃的生产企业，其经济活动对环境产生着极大的影响，特别是污染企业
时时刻刻在给社会环境、人民生活造成严重污染，急需引起特别注意。这
些企业应本着“谁污染谁治理”的原则，真正地承担起相应的环境责任，
加速环境保护和治理工程，从而造福于社会和人民。煤炭企业作为我国典
型的重污染企业，环境责任更是其必须积极履行的责任，从煤炭企业特色
着手，构建一个较为完整的山西焦煤汾西矿业集团环境评价指标体系，对
山西省乃至全国整个煤炭行业的健康发展及其环境治理都有积极的意义

纵观现有文献，无论是国外还是国内，目前为止对企业环境评价指标
体系的研究仅仅侧重于企业环境绩效指标、企业环境法律指标和企业环境
道德指标等宏观层面，还很少有研究从某些行业特色出发，有力、有效地
构建环境评价指标体系。因之，这必然使得建立的环境评价指标体系缺乏
针对性，发挥不了其应有的价值。因此，建立一套符合本行业特色、单位
实际的企业环境评价指标体系已势在必行

基于这一实际出发点，本文将从企业应负的环境责任和煤炭行业多视
角出发，构建一套较为完整而行之有效的煤炭企业环境评价指标体系。本
文首先介绍了企业环境评价的背景和意义，并对国内外学者的相关理论和
概念进行系统阐述。同时介绍了山西焦煤汾西矿业集团的基本情况，企业
现有环境评价指标体系存在的问题，并对构建一套完善的环境评价指标体II
系进行可行性分析，为下文构建环境评价指标体系做了铺垫。其次在参考
国内外企业环境评价指标的基础上，结合国内各行业环境评价指标要求、
煤炭行业的生产活动特点以及本企业实际情况和需求，从能源消耗指标、
污染物排放指标、资源综合利用指标和企业环保法律法规指标四个方面入
手构建了一套完善的山西焦煤汾西矿业集团环境评价指标体系，并为企业
在之后的生产活动中结合实际情况进行灾害应对及政策调整方面留有足够
的政策对接口，为之后的进一步完善留有空间。之后利用专家打分法及层
次分析法计算出环境评价体系中各指标的权重，并对评价结果进行分析，
从而得出煤炭企业有效地履行环境责任的建议。最后阐述了论文的结论及
不足之处，进而提出了对未来研究方向的展望

The Research of EnvironmentalAssessment
of Fenxi Mining Group of Shanxi Coking
Coal Group Co., Ltd
Abstract: At present, environmental governance has became an important
aspect of governing the city. It is related to the entire economic development,
social construction, living environment, and even international correspondence
so on and so forth. Therefore, we can regard the environmental issue, resources
problems and ecological events has became the severe test to the economic and
social developments. As the manufacturing enterprise among the most active
social economy, coal enterprise’s economic activities have a great impact on the
environment. Especially the pollution enterprises always cause serious pollution
to the social environment and people’s life, it needs to be paid a very special
attention. These enterprises should be based on the principle of ‘whoever causes
pollution is responsible for its treatment’, and truly undertake the corresponding
environmental responsibility, accelerate the environmental protection and the
governance project, so as to benefit the society and the people. The coal
enterprise is always regarded as the typical heavy polluting enterprises in China,
environmental management is the responsibility that the enterprise should be
taken. Therefore, considering about the characteristics of coal enterprises,
establish a complete environmental assessment system on Fenxi Mining Group
of Shanxi Coking Coal Group Co., Ltd has positive influences to the
development of the coal industry whether in Shanxi Province or in China.
Throughout the current literature, whether in China or abroad, the research
so far to the enterprise environmental assessment system only focus on the
performance indicators of business environment, corporate environmental law
index and enterprise environmental ethics index of the macro level. It rarely
construct the evaluation index system of environment based on its industry
characteristics. As a result, it inevitable caused that the original environmental
assessment system is lack of pertinence, and can not play its due role. Therefore,IV
it is urgent and imperative to establish an environmental assessment system
suitable and industry.
Based on this practical starting point, this paper has constructed a set of
relatively complete and effective environmental assessment system for coal
enterprise from the perspective of environmental responsibility and coal
industry characteristics. From this perspective, the paper initially expounds the
relevant information about the enterprise environmental assessment system, and
then it makes a systematic exposition and a review for the domestic and foreign
relevant literature and related theoretical concepts. At the same time, the paper
introduces the basic information and the existing problems of enterprise
environmental assessment system on Fenxi Mining Group of Shanxi Coking
Coal Group Co., Ltd. And then it is pointed out that it is feasible to re-build the
environmental assessment system of the enterprise. It is the basis of
constructing the environmental assessment system of Fenxi Mining Group of
Shanxi Coking Coal Group Co., Ltd. Based on the reference of domestic and
foreign enterprises’ environmental assessment system, and combined with the
actual situation of the enterprise. This paper has divided the system into four
aspects, they are indicators of energy consumption, pollutant emission index
indicators, indicators of resource utilization and enterprise environmental
protection laws and regulations. It has constructed a set of environmental
assessment system on Fenxi Mining Group of Shanxi Coking Coal Group Co.,
Ltd. Then the paper calculated weight value by using the expert scoring method
and AHP method. And then according to analyze the evaluation results, it
concluded the suggestions for the enterprise to carry out environmental
responsibility. Finally, it discussed the conclusions and deficiencies of the paper,
and put forward the future research directions.
