国网河北省电力公司是隶属国家电网公司的国有大型骨干企业。自国网电子商务平
台运行以来,国网河北省电力公司电子招投标系统以集中规模招标和重大工程物资供应
为两大核心业务开展工作。以集中采购、物资供应和质量监督三个平台为支撑,进行物
资集约化管理的协同商务、物资调配、标准管理和信息咨询,为国家电网公司全面深化
“两个转变”、加快创建“两个一流”作出积极贡献

工程监理制度自上个世纪 80年代引入我国以来,经过30多年来的不断完善和发展,
已经建立了一套较为完整的工程监理法律法规体系,并在维护招标企业利益、保证工程
质量、规范工程项目的管理、提高资金等各项资源的利用效率、防止项目承包方的违法
行为等方面起到了积极的作用。在“互联网+”的环境下,基建监理招投标与电子商务
的结合,在简化传统繁琐的招投标程序的同时,也提高了效率和招投标的质量,更符合
新常态下的国网公司电子招标的市场定位

本文以基建监理电子招投标管理系统为研究对象,通过进行相关文献搜集和阅读,
对电子商务、电子招投标、传统招投标、基建监理及其招标评标的相关理论和现状进行
总结;在对电子招投标系统应用分析基础上,详细阐述河北省电力公司电子商务平台和
电子招投标系统的构架设计和应用流程,并且以河北省电力公司基建监理电子招投标项
目的实际应用为案例,全面分析该项目的业务流程、系统操作和全过程管理分析,并根
据相关的文献研究和案例分析得出国网河北省电力公司电子招投标系统的应用成效以
及电子招投标管理优化的建议、措施

Abstract
State Grid Hebei Electric Power Company is a large state-owned backbone enterprise
which belongs to the state Grid. Since the operation of e-commerce platform for the State
Grid, State Grid Hebei Electric Power Company’s electronic e-bidding system carry out the
work by using centralized bidding and material supply of major projects as the two core
business. And the same time,it carry out the material intensive management of collaborative
business, material allocation, standard management and information consultation to these
three platform as the support,which makes a positive contribution for the State Grid
Corporation on omprehensively deepen the two changes to accelerate the creation of two
first-class.
Engineering supervision system has been introduced into China since the 1980s, after
more than 30 years of continuous improvement and development, it has established a set of
more complete engineering supervision laws and regulations system and played a positive
role in safeguarding the interests of the bidding enterprises, ensuring the project quality,
standardizing the management of engineering projects, improving the efficiency of the use of
funds and other resources to prevent the project contractor&39;s illegal acts. In the Internet +
environment, the combination of construction supervision bidding and electronic commerce,
not only simplify the traditional cumbersome bidding process, but also improves the
efficiency and quality of the bidding, which is more in line with the new normal under the
State Grid Corporation of electronic tender market position.
This paper takes electronic tendering and bidding management system for construction
supervision as the research object, summarize the relevant theories and current situation of
electronic commerce, electronic bidding, traditional bidding, construction supervision and
bidding evaluation by collecting and reading relevant literature. Based on the analysis of the
application of electronic bidding system, this paper elaborates on the architecture design and
application flow of E-commerce platform and E-bidding system of Hebei Electric Power
Company. Comprehensive analysis of business process, system operation and whole process
management based on the practical application of the electronic bidding project of Hebei
electric power company.At last, according to the relevant literature research and case analysis,
this paper summarizes the overseas network Hebei electric power company electronic bidding
system application effeccomes and comes up with some suggestions and measures according
about how to optimize the management of electronic bidding.ABSTRACT
