在这一背景下,本文在查阅大量人力资源管理与开发等文献的基础上,以人
力资源管理的基本理论为出发点,以国内当前极具代表性的国营大型制造企业 C
集团为例为例,分析其人力资源发展环境及现状,同时对 C 集团人力资源需求与
供应现状进行重点分析,在探究 C 集团人力管理现状及存在的问题层面上,分析
C 集团人力资源需求和供给平衡点,提出 C 集团人力资源开发与管理的目标以及
策略,并提出组织、经济和管理各项保障措施。另外本文还引入马尔科夫基本模
型,预测 C 集团人力资源管理与开发的目标,为人力资源管理与开发决策提供定
量数据支撑,为 C 集团的人力资源管理与开发提供新的思路,最后提出 C 集团人
力资源管理与开发策略的保障措施

ABSTRACT
With the development of domestic economy, a new trend has come into being,
All walks of life are faced with unprecedented opportunities and challenges,The
industry is becoming more and more competitive,Enterprise competition has begun to
develop into human,financial, material and government resources,such as
multi-level,all-round competition.Amongthem,the competition of talent resources is
the most important.Atpresent,enterprises are paying more and more attention to the
important role of human resources,Human resource management and development are
also gradually rising,and become an important part of enterprise strategy research.C
group is a large manufacturing enterprise specializing in the manufacture and sale of
power generation equipment.It is a state-owned enterprise under the joint supervision
of the central enterprises and the local sasac.Atpresent,the state manufacturing
enterprises are in a state of doldrums,The C group is also facing an unprecedented
predicament.The loss of human resources and the shortage of human resources have
become one of the most urgent and important tasks.
In this context, this paper is based on consulting a large number of documents on
human resource management and development,Taking the basic theory of human
resource management as the starting point, and taking C group,a representative
state-owned large manufacturing enterprise in China as an example,as an
example,Analysis of the human resources development environment and the status
quo,while the C group human resources demand and supply status of the key
analysis,On the basis of exploring the human resource supply and demand balance
and human resource management of C group,The goal and strategy of human resource
management and development of C group are reconstructed. In addition,Markov basic
model is introduced to forecast the human resource management and development of
C group,and provide quantitative data support for human resource management and
development decision,Fear of a model for the C group&39;s human resources
management and development to provide new ideas,and finally put forward C group
human resources management and development strategy safeguards.IV
