阳曲县位于山西省中部，毗邻省会太原主城区，是一个典型以农业为主的县区。近
年来，当地畜牧专业合作社得到了快速的发展，然而发展中也暴露出资金财力不足、养
殖管理水平低下、缺少专业性人才、产品的加工程度低，社会活动能力偏弱、成员素质
偏低、对合作社认识不足、缺乏品牌意识、发展空间受限、市场竞争力不强、相关配套
政策的滞后、出现虚假合作社等问题。上述这些问题不只存在于阳曲县，在山西省乃至
全国的其他县区都有出现。本文从县域为角度进行切入，以阳曲县为例展开研究，构建
起立足于当地实际和行业特点的畜牧专业合作社发展能力评价指标体系，并针对性的提
出促进合作社发展的对策，既可以指导阳曲县解决其存在的问题，又对全国其他相似条
件的县份具有推广和借鉴的价值。
本文从选题依据和研究背景出发，对研究的目的和意义进行了阐述，系统地梳理了
国内外相关研究动态。基于经典合作社理论、利益相关者理论、委托代理理论、企业能
力理论等研究思想的指导下，结合阳曲县当地实际情况和畜牧专业合作社的发展特点，
运用层次分析法，初步建立了由运营能力、生产能力、营销能力 3 个准则层元素，18
个方案层元素所组成的县域视角下畜牧专业合作社发展能力评价指标体系。通过德尔菲
法，多轮征求专家意见，对系统中各项指标进行赋权，均通过了一致性检验，可证各元
素比较矩阵有效。紧接着对阳曲县畜牧专业合作社发展现状进行实证分析，并选取了阳
曲县振华种养殖专业合作社作为典型案例进行研究，阐释了县域视角下畜牧专业合作社II
发展中存在的一些问题。最后，本文从县域视角下提升畜牧专业合作社发展能力的角度，
从营造外部环境和完善自身建设两个方面提出了一系列对策。

A Study on Evaluation of Animal Husbandry Professional
Cooperatives Development Ability from the Perspective of
County——Taking Yangqu County for Example
Abstract: Agriculture has always been the basic industry of China&39;s national economy, and
has been a constant focus in the development of national macro-economy. As an important
part of agriculture, animal husbandry has also made great achievements. It is of great
significance for the realization of county breakthrough, the promotion of precision poverty
alleviation, deepening agricultural supply-side structural reform, and promoting economic
and social integration of urban and rural areas.
Yangqu county is located in the middle of Shanxi Province, bordering the capital taiyuan,
which is a typical agricultural county. In recent years, the local animal husbandry
professional cooperatives got rapid development, however, developing also exposed the lack
of financial resources, breeding management level is low, the lack of professional talents, low
degree of product processing, such as weak social activity ability, low member quality,
insufficient understanding of cooperatives,lack of brand consciousness, limited development
space, market competitiveness is not strong, the lag of relevant supporting policies, false
cooperatives and other problems. These problems not only exist in yangqu county, but also in
Shanxi Province and other counties in the country. This article from the perspective of the
county to cut to YangQu county as a case study, build up based on the local actual and the
development of industry of animal husbandry and professional cooperatives ability
evaluation index system, and puts forward countermeasures to promote the development of
cooperatives, can guide YangQu county, solve the problem of its existence, and part of the
other similar conditions and reference value for popularization.
This paper expounds the purpose and significance of the research from the basis of the
selection and the research background, systematically combing the relevant research trends atIV
home and abroad. Based on the classical theory, stakeholder theory, principal-agent theory,
cooperative, and the theory of enterprise ability under the guidance of research ideas,
combining YangQu county local actual situation and the characteristics of the development of
animal husbandry and professional cooperatives, using the analytic hierarchy process (ahp),
primarily established by operating ability, production ability, marketing ability rule of three
layer elements, 18 solution layer element county Angle formed by the animal husbandry and
professional cooperatives development ability evaluation index system. Through the Delphi
method, several rounds of solicit opinions from the experts, to empowerment of the
indicators in the system, all through the consistency check, each element can be the effective
comparison matrix. Followed YangQu county animal husbandry demonstration analysis on
current situation of the development of professional cooperatives, and selected the YangQu
county zhenhua ZhongYangShi professional cooperatives as a typical case study, illustrates
the perspective of the county animal husbandry and some problems existing in the
development of farmers&39; specialized cooperative organizations. Finally, this article from the
perspective of the county under the perspective of the development of animal husbandry and
professional cooperatives ability ascension, from build the external environment and improve
the self building two aspects of a series of countermeasures are put forward.
