太阳能作为对环境影响非常小的一种可持续能源,现在已经得到了广泛应用。不管
是现在或者是将来,对太阳能资源进行开发使用能够很大程度上降低社会对化石能源的
依赖性,从而可以实现代替部分化石燃料这一目标,这对于区域经济发展水平的提升、
人类居住环境的改善和生产生活用电需求的满足,将会扮演十分重要的角色。随着国家
加大对新能源事业的扶持力度,为济源地区的经济和社会发展创造了非常难得的机遇和
条件。把发展太阳能产业的发展做为带动当地经济发展的动力,充分利用清洁、丰富的
太阳能资源。与此同时通过电力发展带动矿产资源开发这一途径,对于人民群众物质文
化生活水平的提升有着巨大的推进作用,并且可以带动整个地区经济和各项事业的发
展。

本文依照项目前评价的相关理论,对济源 20MWP 光伏发电项目进行了综合评价研
究。首先,在遵循评价指标特点、选取原则和依据的前提下,结合济源当地光伏发电建
设项目的实际情况,从地理资源分析、技术性分析、经济性分析、社会性分析和环境性
分析五个角度出发,构建了光伏发电项目综合评价指标体系,为该项目综合评估提供了
标准和依据。其次,对济源 20MWP 光伏发电项目方案指标进行了全面系统的阐述和分
析,理清了济源 20MWP 光伏发电项目各项评价指标的优劣状况,为该项目的综合评估
提供了数据支撑。最后,采用熵权—TOPSIS 综合评价方法对济源 20MWP 光伏发电项
目进行了综合评价分析。其中包括划分评价评语等级,运用熵权法确定各项评价指标的
权重,利用 TOPSIS 法对济源 20MWP 光伏发电项目进行综合评价分析。结果表明,该
光伏发电项目评价等级为优,符合项目建设的标准,具备良好的可行性。

Abstract
Solar energy, which is a kind of sustainable use and has little influence on the
environment, is widely used at present. Whether it is now or in the future, the development
and utilization of solar energy resources can reduce the dependence on fossil fuels so as to
achieve the goal of replacing some fossil fuels, which play an important role in the
development of the regional economy, the improvement of the environment and satisfying the
power demand of production and life. As the country&39;s emphasis on the new energy industry
continues to improve, Jiyuan&39;s economic and social development has obtained precious
opportunities and conditions. The region takes the development of the solar energy industry as
the driving force behind the development of the local economy, so they make full use of clean
and abundant solar energy resources. At the same time, the development of mineral resources
is promoted by the development of electricity in this area, which can improve people&39;s
material and cultural living standards, and can promote the development of the region&39;s
economy and various undertakings.
In this paper, the comprehensive evaluation of Jiyuan 20MWP photovoltaic power
generation project is studied based on the relevant theory of the pre evaluation. First of all,
according to the characteristics of the evaluation index, the principle and basis of selection
and combined with the actual situation of the local photovoltaic power generation project in
Jiyuan, the evaluation index system of photovoltaic power generation project is constructed
from the five aspects of geographical resources analysis, technical analysis, economic analysis,
social analysis and environmental analysis, which provides a standard and basis for the
comprehensive evaluation of the project. Secondly, the Jiyuan 20MWP photovoltaic power
generation project is discussed and analyzed systematically, which clarifies the advantages
and disadvantages of each evaluation index of Jiyuan 20MWP photovoltaic power generation
project, and provides data support for the comprehensive evaluation of the project. Finally, the
comprehensive evaluation of Jiyuan 20MWP photovoltaic power generation project is carried
out by using the comprehensive evaluation method of entropy weight ---TOPSIS. This
evaluation method includes the steps of dividing the evaluation grade, using entropy weight
method to determine the weight of each evaluation index, and using TOPSIS method to
evaluate the feasibility of Jiyuan 20MWP photovoltaic power generation project. The resultsAbstract

show that the photovoltaic power generation project whose evaluation level is excellent,
conforms to the standard of project construction and has good feasibility.
