摘要
随着我国经济的迅速发展以及电力体制改革的深入,供电企业的市场化程度不断
提高,国内几家供电企业间的竞争日渐激烈。当今社会的竞争,归根到底是人才的竞
争,尤其是在电力这种技术密集的行业,人力资源作为企业经营活动的重要资源,更
加被企业经营管理者关注。人力资源配置是对未来的生产和经营活动预先人力方面的
准备,对人力资源开发的需求进行持续和有系统的分析,不断满足和适应企业的战略
配置与企业的长远利益。因此,SDDL 集团公司如何根据企业的发展需要设计一套科
学、有效的人力资源配置体系,已成为 SDDL 集团公司人力资源管理部门亟待解决的
现实问题。

本文在广泛收集相关资料、进行调研和大量阅读相关文献的基础上,研究了人力
资源配置的国内外研究现状、研究成果和有关的基础理论,首先,以人力资源的供需
预测和人力资源平衡为理论基础研究了人力资源配置的内涵和流程;从 SDDL 集团公
司员工结构、员工的专业素质和流动性分析了 SDDL 集团公司人力资源管理的现状,
得到公司目前的主要问题在于人力资源管理缺少系统性配置、人员结构不合理、培训
机制不健全和薪酬体系设计及激励机制不健全等方面;通过对 SDDL 集团公司人力资
源供需预测和人力资源平衡分析,分析了其人力资源平衡状况,并针对供需不平衡的
地方制定了人力资源供需平衡方案;然后从人力资源业务配置、人员的招聘配置、员
工培训配置和薪酬激励配置制定了 SDDL 集团公司人力资配置方案,同时从组织、制
度、信息管理平台建设和人才队伍建设四个方面制定了 SDDL 集团公司人力资源配置
方案实施的保障措施。

本文的研究对于 SDDL 集团公司加强人力资源管理水平有着现实的指导意义,有
助于公司构建集约化的人力资源管控模式,推动特高压和智能电网的建设,增强全员
服务意识和工作积极性,从而达到人力资源的最优化配置,实现企业和员工的共同发
展的目标。

ABSTRACT
With the rapid development of China&39;s economy and the deepening of the reform
of electric power system, the market degree of power supply enterprises is increasing,
and the competition among several domestic power supply enterprises is becoming
more and more fierce. The competition in today&39;s society, after all is the competition
of talents, especially in the power of the technology intensive industry, human
resources as an important resource for the business activities of enterprises, more
enterprise managers focus on business. Human resource planning for the future
production and business activities of the pre human aspects of the preparation,
continuous and systematic analysis on the demand for human resources development,
continue to meet and adapt to the strategic planning of enterprise and enterprise&39;s
long-term interests. Therefore, how to design a set of scientific and effective human
resources planning according to the development of SDDL group company, has
become a practical problem to be solved urgently in the human resource management
department of SDDL group company.
In this paper, basic research and literature in the extensive collection of relevant
information, research, human resources planning research status at home and abroad,
research results and related basic theory, firstly studies the connotation and process of
human resource planning, to forecast the supply and demand of human resources and
human resources balance theory; The current situation of human resource
management of SDDL group company is analyzed from the SDDL group company
staff structure, staff of professional quality and liquidity, are the main problems with
the current human resources management lies in the lack of systematic planning,
unreasonable personnel structure, training mechanism and salary system design and
incentive mechanism is not perfect; Through the SDDL group company human
resources supply and demand forecasting and human resources balance analysis, the
next 5 years, the basic balance of human resources, the balance of supply and demand

resources management of SDDL group company, helps companies build intensive

human resources, to achieve the common development of enterprises and employees
of the target.
