摘要
近几年，我国的医疗行业进入快速发展期，一方面无论跨国医药公司还是本土医
药企业都意识到中国市场的巨大潜力和重要性；另一方面政府、媒体和公众也越来越
聚焦这个领域。很多大型医药企业都会设置专门的医学信息服务职能，为患者、医生
和内部员工提供医学、产品相关的信息服务，这个涉及患者、医生、企业内容部的职
能，也随着行业的发展变得越来越重要，其系统的完善不仅可以为医生、患者提供准
确、可靠的信息来源，还能为医药企业的发展提供很好的理论和现实数据支持，实现
企业和外部客户的良性互动。本研究主要对AGN公司的医学信息系统提供的优化方
案，从管理学的角度对医学信息职能的具体工作给出具体实施建议，意图提高医学信
息在公司的服务水平以及在组织机构中的地位。该方案不仅对公司具有建设性意义，
同时对于同行业也有借鉴的价值。

本文以AGN公司为研究对象，通过运用PEST分析外部宏观环境；同时通过梳
理目前公司医学信息系统的历史记录和资料，包括医学信息系统的处理流程、现有资
料，总结得到运营中出现的问题；将以上分析得到的相关因素和问题综合考虑，提出
适合AGN公司优化后的医学信息系统方案，方案的内容包括医学信息职能的全球、
区域战略定位，部门的发展目标，在公司内与其他部门间的协同合作，医学信息的内
部、外部资源的整合、综合管理，接收到的医学信息申请的记录、回复、数据运转处
理，累积数据后续的挖掘分析、对于公司决策的利用以及该方案执行所需要的保障措
施，包括基本的部门流程，人员要求，系统平台等事项。

Abstract
The pharmaceutical industry of our country grows rapidly in these years, one reason is
most of the multinational companies realize the importance and the potential of China
market, another reason might this business draws a lot of attention by government, media
and public. Most of the large pharmaceutical companies set up the medical information
function in their organization, which provides scientific information service for the patients,
doctors and internal staffs about their products and target therapy area. As this function
connect to the patients, doctors with company, it become more and more important, it’s
professionalism and systematization will bring the reliable information for the doctors and
patients and might give real-life data support and scientific evidentiary support for business
development. This report is focusing on the optimizing the current medical information
system in AGN company, give suggestion about the role of the function and the proposal of
the workflow from management perspective, the objective is to improve the function role
in the business organization and the service level of medical information. The suggestion
solutions not only benefit the AGN Company itself, but also offer the inspiring reference
for the peers in the same industry.
The subject is AGN Company; we use PEST method to analysis the outside
macro-environment of the AGN Company. Meanwhile we use the historical data and
current reference to clarify current workflow and list the problem in daily operation;
Comprehensively consider the factors of internal and external, we suggestion the
optimizing system proposal for the medical information service in the company, including
the objective, position of the function, collaboration with others departments, internal and
external resources integration , operation management, processing workflow, the data
analysis and interpretation and the operation assurance plan as working instruction,
employee requirement, IS system etc.
