中文摘要
随着国内外信息技术的快速发展,大数据、云计算等热点概念在实际项目中
开始逐渐落地,企业及政府部门的信息化建设正在迎来新的一轮变革。这场变革
再次使信息化建设回归到平台建设上来,然而与之前的基础业务系统建设不同的
是,基础数据平台将成为本轮集中建设的主体。与之对应,软件项目的管理架构
也有所改变,由大型集成商承建、多个供应商共同参与的项目结构也愈加常见。

然而,在有几个甚至十几个项目组共同参与的项目中,如何有效的管理多个
项目,减少项目组之间的矛盾和冲突,提高多个项目组之间协同工作的效率,进
而按时、保质、保量的完成项目交付,这些都是需要在项目管理中思考和解决的
问题。

在本论文中,通过文献研究、理论分析及实际案例分析等研宄方法,以山东
省G部门大型IT项目为研究对象,结合在具体项目建设中对多项目管理的实践,
从工作中反映出的问题表象出发,由现象到本质、由问题溯原因,对多项目管理
中的问题抽丝剥茧、逐层深入的展开分析与研究,并最终给出了一套完整的多项
目管理改善方案。

论文主要完成了以下工作:
(1)阐述了论文的研究背景、意义及内容。对论文的研究背景、意义,研宄
思路、内容,研宄方法及创新点进行了简要阐述。

(2)综合了多项目管理的相关理论及研究成果。重点对项目管理概念及理论
体系、多项目管理的特点及研宄现状等进行了整理与总结。

(3)以山东省G部门信息平台建设的大型项目作为研究对象,揭示了项目管理
中多项目协同管理的难题,针对具体问题逐一进行了详细解析与研究。在充分研究问
题及分析原因的基础之上,设计了更加高效的多项目管理组织架构,完善了项目管理
流程体系,优化了多项目进度管理方法,并且建设了多项目管理信息平台。通过一系
列策略的改进及实行,解决了 G部门信息平台建设多项目管理难题。山东大学硕士学位论文
本论文给出的研宄成果完全基于实际项目,并且在具体项目建设中得到了较
为可靠的验证,具有很强的可操作性、可复制性,对其他信息化项目管理具有很
高的参考价值。

Abstract
With the rapid development of information technology at home and abroad, big
data and cloud computing concept gradually used in the actual project implementation.
Information construction of enterprises and government departments are bringing in the
new round of reform. This change has brought the information construction back to the
platform.
However, unlike the previous basic business system construction, the basic data
platform will become the mmn body of this round of construction. At the same time, the
management architecture of software projects has also changed, and the structure of
projects involving large integrators and multiple suppliers is becoming more common.
In a project involving several dozen or more teams, how to effectively manage
multiple projects, reduce the contradiction and conflict between the project team,
improve the work efficiency between the teams, thus ensuring the completion of the
project delivery on time, quality, price, these are all need to think and solve problems in
project management.
In this thesis, through the literature research, theoretical analysis and actual case
analysis research methods, such as G department IT projects in Shandong province as
the research object, combined with the concrete on the practice of project management
in project construction, completed the following work:
(1) Elaborated the research background, significance and contents of the thesis.
The research background, significance, research ideas, content, research methods and
innovation points.
(2) Integrated multi-project management theory and research results. The key
points of the project management concept and theoretical system, the characteristics of
multi-project management and research status are summarized.
(3) With the information platform project of G department as the research object,
the problem of multi-project collaborative management in project management is
revealed, and detailed analysis and research are carried out on specific problems. On the
basis of foil research,a series of optimization strategies have been developed to solve
