摘要
众所周知,煤炭生产是高风险行业,中小型煤矿安全事故问题是其主要弊端,人民群
众的财产及生命安全受到威胁。因此,怎样降低死亡率,对工作场所安全性予以保障,成
为现阶段煤矿安全生产监管首需解决的问题。然而,对于煤矿安全生产监督过程来说,受
到中小型煤矿所处的社会、经济环境等因素变化影响,监制效果存在一定的复杂性,因此,
中小型煤矿安全监察体系构建显得格外难以实现

出于对事故进行规避,提高临汾市中小煤矿安全生产监管水平的考量,本文对临汾中
小煤矿安全生产监管体系现状及存在问题实行了研究。第一步,在安全统计学、现代煤炭
企业安全管理理论以及控制理论基础之上,对国内、国外有关煤矿安全生产监督管理的方
式及经验进行了参考和学习,通过对专家权威依据与结论的应用,实现了煤矿安全监督管
理理论的综述。其次,通过对临汾中小煤矿安全生产监管的实际调研,借鉴“3E”理论
对临汾中小煤矿安全生产监管的技术、教育和管理现状进行了分析,归纳了临汾中小煤矿
安全监督管理现存问题,例如政府监管主体责任落实欠缺、矿井生产技术滞后以及较差的
煤矿安全性基础工作管理力度等等,并分析了问题产生的原因;通过调研、文献梳理和鱼
刺图分析,明确了临汾中小煤矿安全监管的主要影响因素;在此基础上,提出了临汾中小
煤矿安全生产监管体系的改进方案。最后阐述了临汾中小煤矿安全监管的对策和建议。包
括转变政府角色,培育高素质的执法队伍,恰当地实施安全监管,通过对社会第三方监管
力量及旷工力量的充分发挥,实现煤矿安全全面性监管机制的创建,并优化现存监管方式,
以此对临汾市中小煤矿安全监管体制的改进和发展予以推动

As one of the high-risk industries in the coal production industry, one of the main
drawbacks is the frequent occurrence of small and medium-sized coal mine safety accidents, a
serious threat to the people's lives and property safety. How to improve the mortality rate, how
to improve the safety of the workplace has become the main task of coal mine safety production
supervision, however, in the coal mine safety supervision, the regulatory effect is complicated,
