“十二五”期间国内旅游接待总人数和总收入呈现快速增长态势,预计“十三五”将继
续保持稳定增长。东西部省份城市纷纷打造地区龙头景区,北京、上海、重庆等城市吸引
力居高不下,东部热点城市景区的旅游贡献力度远非大多西部省份城市景区所能相比。文
化旅游产业是推动供给侧改革的重要引擎,国务院提出若干意见进一步促进各省市旅游业
改革发展。在这一复杂背景下,运城市提出打造以“古中国”为标识的国际旅游目的地战
略目标,解州关帝庙景区作为“关圣文化”龙头景区,研究其现行管理体制弊病并提出改进
设计措施是适应打造国际旅游目的地战略需要

论文对旅游景区、管理体制、产权理论、利益相关者理论、景区管理模式的概念以
及国内外研究情况等进行了综述。根据狭义管理体制的定义,对关帝庙景区发展现状进行
调查分析,提出当前管理体制存在的事业企业职能交叉不清、协调不顺畅,监督管理不到
位,管理机构定位不准确,资金来源渠道单一等主要问题;其次,结合现有问题,立足于
战略依据和政策依据,制定管理体制改革目标,同时按照管理权、经营权相分离的思路评
价选择合适的管理模式,进一步探索具有可操作性的管理体制改进措施;第一,针对事业
企业职能交叉不清,协调不顺畅、管理机构定位不准确的问题,提出了明确职责,提高协
调服务效率,建立大部制协调机制改进方案;第二,针对监督管理不到位,提出了强化监
管控制力度,建立规划督导机制,完善董事会制度改进方案;第三,针对资金来源渠道单
一的问题,提出了建立旅游发展集团上市融资,引进社会资本,建立专项发展资金的改进
方案。最后,分析制订了完善行业规定,健全法律法规;建立配套的景区管理规定;培育
高素质人才团队的保障措施

通过对解州关帝庙景区管理体制的深入研究,本文认为运城市应充分借助市场化力量
优化资源配置,着力打造区域性龙头景区。单一的行政管理体制已不能适应当前旅游发展
的新需求,创新打造企业化经营模式是摆在运城旅游产业发展的重要任务

Abstract
12th Five-Year during the total number of domestic tourists and the total revenue
showed rapid growth, is expected in 13th Five-Year will continue to maintain steady growth.
Eastern provinces have to build a city area in Beijing, Shanghai, a leading scenic spot,
Chongqing city tourism attraction is high, far from the eastern city contribution hot scenic
scenic city most western provinces can be compared. Cultural tourism industry is an important
engine to promote the reform of the supply side, the State Council put forward several opinions
to further promote the reform and development of tourism in various provinces and cities. In
this complex background, Yuncheng proposed to create ancient Chinese as the logo of the
international cultural tourism destination, the Guan Yu Temple scenic area as other culture
leading scenic spot, to recognize the existing management system defects and optimize the
design to create the ancient China international tourism destination strategy.
This paper reviews the concept of tourist attractions, management system, property rights
theory, stakeholder theory, the concept of scenic spot management model and the research
situation at home and abroad. According to the narrow definition of management system,
investigation and analysis of the current situation of the development of Guan Yu Temple scenic
area, puts forward the existing management system of business enterprise cross function is not
clear, not smooth coordination, supervision and management is not in place, weigh the
economic benefit and social benefit, the main problem of single source of funds; secondly,
combined with the existing problems, based on a strategic basis and on the basis of policy
objectives, the reform of the management system, and the idea of evaluation in accordance with
the management rights and management rights of phase separation in selecting the appropriate
management mode, to further explore the operational management system improvement
measures; first, according to the business enterprise cross function is not clear, not smooth

problem of single source of funds, proposed the establishment of tourism development group
listing and financing, the introduction of social capital, the establishment of special funds for
the development of improved scheme. Finally, the paper analyzes the development of the
industry regulations, perfect laws and regulations, the establishment of the scenic spot
management regulations, and the protection measures of cultivating high quality talent team.
Through in-depth study of the Guan Yu Temple scenic area management system, this paper
argues that Yuncheng should make full use of the market to optimize the allocation of power
resources, and strive to build a regional leading scenic spot. A single administrative
management system has been unable to meet the new needs of the current tourism development,
innovation and build a business model is an important task in the development of tourism
industry in Yuncheng.
