摘要
20世纪90年代初以来,随着我国市场经济体制的建立,国家制定了对企业劳动者实
施职业技能鉴定的规定,各行各业对其从业者的职业技能要求越来越重视,企业对职业技
能鉴定质量的重视程度也越来越高,一定程度上促进了技能型员工素质和工作绩效的提
升。但是,受企业内外部诸多环境因素影响,职业技能鉴定体系没有发挥预期的作用。本
文选择YC集团公司为代表研究企业职业技能鉴定体系,期望促进YC集团公司和集团化
发展企业其职业技能鉴定体系的改进

本文查阅总结了企业技能鉴定及其相关的国内外研究现状;调查分析了YC集团公司
职业技能鉴定体系现状和存在的主要问题,包括:“鉴定实施率未达标”、“鉴定结果对岗
位绩效提高的作用不明显”、“鉴定工作效率不高”和“考务工作客观公正性待提升”;基
于对问题原因的进一步分析,针结合YC集团公司实际,分析设计了YC集团公司职业技
能鉴定体系的改进方案;论文最后提出了体系改进的配套举措。本文研究过程应用了文献
法、现场观察法、访谈法和因素分析法

Abstract
Since the beginning of 1990s, with the establishment of market economy system of our
country, countries have formulated the implementation of the provisions of occupation skill
appraisal for enterprise workers, all walks of life to the practitioners of occupation skill
requirements are more and more, the degree of attention of occupation skill appraisal quality is
higher and higher, to a certain extent the promotion of skilled staff quality and job performance
upgrade. However, affected by many internal and external environmental factors, the
professional skill appraisal system is not expected to play an important role. In this paper, YC
group is chosen as the representative to study the professional skill appraisal system of
enterprise, and it is expected to promote the improvement of the professional skill appraisal
system of YC group and group enterprise.
This paper summarizes the research status of enterprise skills identification and the related
domestic and abroad; investigation and analysis of the status of YC group company occupation
skill appraisal system and the main problems exist, including: identification of the
implementation rate did not reach the standard, the identification results of job performance
improvement effect is not obvious, the identification efficiency is not high and objective to
improve the testing work; further analysis of the causes of the problems based on the actual
needle combined with YC group company, analysis and design of the improved scheme of YC
group company occupation skill appraisal system; finally put forward the measures to improve
the system of the. In this paper, we use the methods of literature review, field observation,
interview and factor analysis.
