摘 要
近年来,我国煤炭企业掀起了企业信息化建设的热潮,煤炭企业信息化水平持续提
升,为促进企业安全高效生产经营提供了有力保障。但是,在这一进程中,信息化建设
系统性不强,无序建设、过度投资,信息化手段不适应煤炭企业生产经营特点等问题也
在相当程度上制约了煤炭企业信息化绩效。因此,有必要全面、客观地评价煤炭企业信
息化绩效,正确判断企业信息化水平,以指导煤炭企业有针对性地解决信息化建设中遇
到的问题,正确选择信息化建设路径和措施提供决策依据

本文在对国内外相关研究文献进行综述的基础上,梳理了煤炭企业信息化评价相关
理论;结合基于改进后的平衡计分卡,依据煤炭企业信息化绩效的特殊性,构建了包含
4 个一级指标、12 个二级指标、36 个三级指标的煤炭企业信息化绩效评价指标体系;采
用层次分析法确定了各级指标的权重,建立了煤炭企业信息化绩效多层次综合评价方法,
确定了评价标准;以华亭煤业集团为例,采用所构建的煤炭企业信息化绩效评价方法对
华亭煤业信息化绩效进行了测评,发现华亭煤业集团信息化绩效属于良好水平,其中财
务维度与学习成长维度评价均超过良好等级,得分分别为 76.47 和 76.43 分,内部信息化
建设维度得分最低,为 72.50 分,外部宏观环境维度得分为 73.78 分;最后根据评价结果
提出了华亭煤业集团需要从运作效益、政策效益、基础设施、创新能力等方面着重加强
企业信息化绩效水平

本文所构建的煤炭企业信息化评价方法,进一步丰富了我国煤炭企业信息化绩效评
价理论与方法,可以用于煤炭企业的信息化绩效评价

In recent years, the coal enterprises in our country raised a hot wave of enterprise
information construction, coal enterprise informationization level continues to improve, to
promote the safe and efficient production management provides a powerful
guarantee.However, in this process, systemic information construction is not strong, disorderly
construction, excessive investment, information means don39;t adapt to the coal enterprise
production and operation characteristics and other issues are also quite extent, restricted the
coal enterprise informatization performance.Therefore, it is necessary to comprehensively and
objectively evaluate the coal enterprise informatization performance, correct judgment
enterprise informatization level, to guide the coal enterprise has specific solutions to the
problems in the informatization construction, the correct selection of informatization
construction paths and measures to provide decision-making basis.
Based on relevant research literature at home and abroad is summarized, on the basis of
combing the coal enterprise informatization evaluation related theory;Combination based on
the improved the balanced scorecard, on the basis of the particularity of coal enterprise
informatization performance, built contains 4 first-level indicators, 12 secondary indicators, 36
three-level index of coal enterprise informatization index system of performance
evaluation;Using analytic hierarchy process (ahp) to determine the weight of the indexes at all
levels, build multi-level comprehensive evaluation method, the coal enterprise informatization
performance determines the evaluation standard;In huating coal group as an example, the use
of the building of coal enterprise informatization performance evaluation method with China
pavilion coal informatization performance evaluation, found huating coal group belongs to the
good level of informatization performance, including financial dimension and learning
dimension evaluation than good grades, scores were 76.47 and 76.43, and the internal
information construction dimension scored lowest, at 72.50, also the external macro
environment dimension score of 73.78 points;According to the evaluation results put forward
