摘要
煤炭在国民经济发展中占有举足轻重的地位，供应链风险一直是影响煤炭
企业平稳健康发展的主要风险，地域差异以及复杂环境等不确定因素增加了煤
炭供应链各个节点蒙受损失的可能性，威胁着整条供应链的正常运行。作为国
内大型的资源开采型企业，S 企业在从传统的经营模式向供应链管理模式转换
过程中，风险识别与管理方面的疏于防范一直影响着煤炭供应链的正常运作，
因而加强供应链风险管理意识、完善供应链风险管理体系已成为以 S 企业为代
表的煤炭企业发展进程中的重中之重

本文采取定性分析与定量分析相结合的方式分析 S 企业煤炭供应链风险管
理，其中涉及煤炭供应链风险识别与分析、煤炭供应链风险评价指标体系以及
煤炭供应链风险管理和预警机制的构建

本文首先总结了国内外文献研究现状及煤炭供应链风险管理相关内容，并
利用 SCOR 模型对 S 公司目前运营过程中存在的风险进行初步识别，对可能存在
于 S 公司计划、采购、生产、配送与返回五大流程中的风险初步分析，另结合
S 公司实际运营情况对风险因素进行排查，将剩余影响 S 公司煤炭供应链正常
运营的风险因素总结为自然环境风险、经济环境风险、政策环境风险、生产流
程风险、物流运输风险、煤炭存放风险以及合作风险 7 大类、27 个子指标。随
后对比多种评价方法的优缺点后决定采用风险矩阵法与层次分析法相结合构建
煤炭供应链风险评价指标体系，对汇总后的 S 公司风险因素构建风险矩阵，通
过专家打分确定风险概率及风险影响，再依据风险等级对照表决定风险等级，
按照 Borda 序值确定层次分析权重，确定 S 公司煤炭供应链的风险等级。最
后，针对 S 公司煤炭供应链存在风险提出了 S 公司供应链风险控制策略，阐述
了 S 公司风险管理机制及风险管理文化的创建。

在对 S 公司煤炭供应链进行风险管理研究的基础上，本文旨在为以 S 公司
为代表的煤炭企业提供一个识别、评价与管控风险的模式，尽量减少风险因素
所带来的危害,以期帮助煤炭企业更好的管理供应链风险，以推动煤炭行业健康
有序发展

Coal resource plays a decisive role in the development of the national
economy,supply chain risk has been the main risk affecting the stable and healthy
development of coal enterprises.Uncertain factors such as regional differences and
complex environment increase the possibility of coal supply chain nodes’
losses,threatening the normal operation of the whole supply chain.In the process of
transforming from the tradition business model to the supply chain management
modle,S company is one of the major resource-extraction enterprises,the failure to
prevent the identification and management of risks has been affecting the normal
operation of the coal supply chain.Therefore,to improve the risk management system
of the supply chain has become the most important thing for S company,which is the
representation of coal enterprises.
This article adopts the combination of qualitative analysis and quantitative
analysis to analysis S company ’s supply chain risk management,which involves the
construction of coal supply chain risk management, coal supply chain risk
identification and analysis, coal supply chain risk evaluation index system and coal
supply chain risk management and early warning mechanism.
This paper summarizes the domestic and foreign literature research status and
coal supply chain risk management at first, and using the SCOR model to identify the
risk existing in the operation of S company’s plan, purchasing, production,
distribution and return processes ,and then combined with the actual operation
situation of S company to investigate risk factors,the remaining influence of S
company, the normal operation of the coal supply chain risk factors for risk of the
natural environment, economic environment risk, policy risk environment, production
risk ,transportation risk , coal storage risk and cooperation risk,altogether 7 major
categories, 27 sub index.After comparing various evaluation methods of the
advantages and disadvantages ,this paper decided to combine the risk matrix method
with the analytic hierarchy process for constructing the coal supply chain s risk
evaluation index system,constructing risk matrix through the summary of the
company s risk factors,determine risk probability and impact of risk by expert scoring,
according to risk level control table and the Borda sequence values determine the
level of risk and the hierarchy weight , then S company’s coal supply chain risk is
determined.At the end of this paper,adapted to S company’s risk,coal supply chain
risk control strategy is summarized，S company’s risk management mechanism and
risk management culture construction is stated.
On the basis of researching S Companys coal supply chain risk management,this
paper aims to provide an identification, evaluation and control of the risk model,
and minimize the risk factors harm, hoping to help coal enterprises manage supply
chain risk, and promote the healthy development of the coal industry.
