本文围绕郑州市委、市政府《郑州市文化事业十二五发展规划》提出的强力推进全
市文化事业的大发展与大繁荣的目标，积极推进全市公共图书馆业务合作与资源整合，
实现优势互补与资源共享，努力构建与郑州城市发展相适应，能够覆盖城乡，高效便捷
的现代图书馆服务体系，提升全市公共图书馆服务能力、服务层次和服务水平，有效发
挥各级公共图书馆传播先进文化、传递科技信息、丰富人民群众文化生活的社会职能，
为郑州市社会经济发展做出应有的贡献
通过对国内外区域图书馆的相关研究，总结出联盟的概念、内涵与特征，介绍区域
图书馆联盟的相关基础理论和综述，系统地把握联盟建设的理论基础与构建框架
结合我国最近十多年在区域图书馆联盟建设的不断发展的情况，分析国内几个比较
典型的建设案例，总结联盟建设的模式，进一步分析其存在的问题与原因
在研究国内外建设的基础上，以郑州模式为例探讨区域图书馆联盟的创新建设与管
理。郑州公共图书馆服务联盟建设模式初期是自下而上，自发联合开始建设的，是全国
各地联盟馆制模式中管理独立、服务共建、资源共享、通借通还等问题解决最为彻底的
特色模式
由于传统思想观念、行政管理体系、法律与政策等内外部环境的种种制约，区域图
书馆联盟在建设与管理过程中，往往在认识、目标、思路、软件、数字资源共建共享等
方面出现一些问题。因此，本文通过对郑州公共图书馆服务联盟的模式研究，对服务联
盟建设过程中出现的问题进行分析，并提出一些区域公共图书馆联盟的发展对策与启
示

ABSTRACT
The construction of a reasonable layout, perfect infrastructure, complete functions,
service and convenient service system for the regional library consortia, achieve the goal of
information resources and knowledge service generally equal, can maximum limit satisfy the
social different levels of peoples spiritual and cultural needs, is the important measures to
safeguard the basic cultural rights and interests of the peoples government.
Surrounding zhengzhou municipal party committee and municipal government
zhengzhou city cultural undertakings twelfth five-year development plan proposed by a
strong push forward the great development and prosperity of the citys culture, business
cooperation and actively promote the citys public library resources integration, realize the
complementary advantages and sharing resources, efforts to build corresponding to
zhengzhou city development, that covers urban and rural, efficient and convenient modern
library service system, promote the citys public library service ability and service level and
service level, effective play to all levels of the public library to spread advanced culture,
information transmission technology, enrich peoples cultural life of social functions, make
due contribution to social and economic development of zhengzhou city.
Through research of regional library at home and abroad, sums up the concept,
connotation and characteristics of the alliance, introduces the related basic theory and
summarizes the regional library consortia, and systematically grasp the theoretical foundation
and build a framework of the construction of the alliance.
Combined with the construction of the regional library consortia in our country in recent
ten years in development, analysis of the construction of several typical domestic cases,
alliance of the construction of the model, further analysis of the existing problems and
reasons.
On the basis of study of domestic and foreign construction, pattern of zhengzhou as an
example to analyze the regional library consortia in the construction and management of
innovation. Zhengzhou city public library service alliance building model is from bottom to
top, the early spontaneous joint construction began, is the country union pavilion in the mode
of management, building services, resource sharing, independent loan also solve the problems

As traditional ideas, administrative system, law and policy, such as internal and external
environment of various constraints, in the process of construction and management, the
regional library consortia is often in the targets, thoughts and cognition, software aspects and
so on, co-construction and sharing of digital resources and some problems, therefore, research
for the league of zhengzhou public library service model, construction of service union
problems appeared in the process of analysis, and puts forward some development
countermeasures and Revelations of the regional public library alliance.
