首先，本文在阅读大量国内外相关文献的基础上，综述了前人在供电所发展策略方
面的理论及研究成果，发现对供电所发展策略的研究只是单方面的从某一个角度去分
析，关于整个供电所比较全面的发展策略的研究还是比较少的，以此确定了本文的研究
目标；其次，通过 2014 年 09 月对山东省中庄镇供电所发展中面临的机会、威胁及优势、
劣势的调研，目的是准确识别中庄镇供电所的内外部条件，为进一步制定发展策略提供
数据支持；最后，采用 SWOT 分析工具，通过对中庄镇地区供电所的发展所面临的优
势、劣势、机遇、威胁的分析，建立 EFE、IFE 矩阵对关键要素进行评价，对关键环境
要素和关键竞争要素依据权重值及问卷得分得到其最终加权分，依据加权分确定中庄镇
供电所应采取的发展战略。在其发展战略指导下，确定中庄镇供电所所应采取的发展策
略。研究发现：中庄镇供电所现处于外部有机会、内部有优势的环境中；中庄镇供电所
适合采取扩张性的发展策略，充分利用自身优势和外部条件，以长补短，促进其更好的
发展
总之，本文在理论与实证研究的基础上，对中庄镇供电所发展策略进行研究，指出
了中庄镇供电所目前的状态、发展策略的调整方案以及实施、保障措施等，以更好应对
激烈的市场竞争。本文对今后中庄镇供电的发展壮大有着一定的现实意义，同时也对山
东省的电力公司发展策略的制定有一定的借鉴意义

ABSTRACT
The power industry occupies an important position in the development of the economic
of our nation. with the development of the market economy, the deepening of the reform,
the pressure of the power industry is growing. Shan dong Province town power supply is a
branch of the supply department of China State Grid Corp. It is very important to how to
make determine on their own development strategies in the new economic development and
the requirement of the new period, so that to promote the Zhong Zhuang Town power
supply better, faster, more sustainable development.
Firstly, based on reading a lot of domestic and foreign literature, this paper reviewed
the development of the power supply of the theories and research results of strategy, finding
that it is just one side from a certain angle to analyze on the power supply development
strategy research and all the same to strategy research on the whole power supply more
comprehensive development, in that we determine the research direction of this thesis.
Secondly, through the investigation and research on the face of Shandong Province town
power supply development opportunities, threats and advantages and disadvantages in
September 2014, we accurately identified the town powered by internal and external
conditions, so that to provide data support for further develop strategies. Finally, analyzed
the advantages and disadvantages, opportunities and threats of the development of town
power supply using SWOT analysis tools, the establishment of EFE and IFE matrix to
evaluate the key elements of key environmental factors and key competitive factors
according to the weight value and the questionnaire scores obtained the final weighted
points, according to the development strategy of weighted points determine town power
supply should be taken. According to its development strategy, determine the development
strategy of town power supply should be taken. The study found that: the town power
supply is in the external opportunity and internal advantage in the environment; Zhong
Zhuang Town in power supply suitable to adopt expansionary development strategy, make
full use of their own advantages and external conditions, to learn and promote it’s betterdevelopment.
In conclusion, based on the empirical research, this paper made a research on
development strategy of Zhong Zhuang Town in power supply, pointing out current status
of the town power supply, development strategy adjustment scheme and implementation,
security measures, in order to better cope with the fierce market competition. This paper has
important significance to strengthen town power supply development in the future, but also
has certain reference significance in the formulating of the development strategy of
Shandong province electric power company.
