G 省联社作为省内占据具较大市场份额的银行业金融机构,其本身存在的信
用风险管理诸多方面的不足,使其信用风险管理在经济新常态面临着更大的挑
战,如何加强信用风险的管理能力,成为其亟待解决的问题。本文正是在这样的
背景下,通过深入研究 G 省联社信用风险管理的体系、结构和流程,剖析 G 省联
社信用风险管理情况,针对其在信用风险管理的权责结构、信用风险文化建设、
风险分类管理、管理人员和信贷员业务能力素质等方面存在的不足。然后通过深
入研究台湾农业金库在信用风险管理方面的经验教训,运用比较分析的方法,找
出了与台湾农业金库在立法制度、相应的金融服务保障、信用风险管理权责安排、
信用风险具体的管理过程几方面存在的差距与值得 G 省联社借鉴之处
最后结合实际对 G 省联社信用风险管理提出了完善制度和金融服务保障、加
强信用风险监控、建立信用风险管理内控制度、正确处理不良贷款、建设信用风
险管理文化、强化风险差异化管理七个方面的改进措施

Summry
Under the new normal economy, economic growth has slowed, faced with an increasingly
competitive environment, corporate profits declining, increasing pressure on business
transformation, and credit risk rising. Credit risk is one of the main risks that the banking industry
is facing, credit risk management is the most important content in the banking institutions risk
management framework. Credit risk management is covering almost all areas of the banking
business. Therefore, the high or low of the credit risk management capabilities, and the good or
bad of the management results, will have a direct impact on the profit of the banking institutions.
And further on have impacts on the safety mechanism, profitability and liquidity of the banking
institutions and even bring in systemic risk.
The rural credit cooperatives of G province, as a banking institution who has a big portion of
the provincial financial market share, has its inherent credit risk control deficiencies in many
aspects, which makes its credit risk management facing a greater challenge in the“new
normal”economy. Therefore, how to strengthen capabilities of the credit risk management
becomes a serious problem. Based on the backgrounds we stated before, this article analyzes the
credit risk management of the rural credit cooperatives of G province through an in-depth study of
G’s credit risk management system, structure and process, and finds out the deficiencies of its
mandated structure of the credit risk management, credit risk culture construction , credit risk
classification management, personnel management and the quality of loan officers. And then
through an in-depth study of the credit risk management of Taiwan Agricultural Bank, using
comparative analysis, I find out the differences between Taiwan Agricultural Bank and the rural
credit cooperatives of G province in the aspects of legislative system, appropriate financial service
assurances, accountability arrangements of credit risk management, particular credit risk
management processes and what G can learn from them.
Combining practical data and information, I proposed seven improvement measures for G on
system and financial service safety improvement, credit risk monitoring strengthening,
establishment of the internal control of credit risk management system, non-performing loans
management, credit risk management culture build-up, and risk differentiated management
strengthening.
