摘要
我国水务行业经过几十年的发展,市场环境在不断变化,呈现出了
供水发展较快,供水规模增长迅速;污水处理发展迅速,但基础薄弱,
处理率偏低;水务改革的市场化趋势加快,行业整合加剧,资源趋向集
中等趋势。为理顺体制机制,逐步整合全市水务资源,实现“资产资本
化、供排一体化、经营集团化、产权多元化”,借助政府给予政策支持
和资源注入,水务集团通过资源配置优化、业务流程重组、提高效率、
资本运作、公司上市等途径,实现做大做强的目标

本文从战略管理的角度出发,在介绍ZZ市水务发展状况之后,通过
对水务发展情况、战略环境进行分析,在遵循立足业务发展、整合内外
资源以及培育核心能力、做强水务主业的发展原则之下,制定了 “致力
于成为有持续发展能力和区域影响力的水环境产业发展商”的集团发展
战略

在明确资源整合、业务延伸、能力提升的业务经营思路下,提出了
集团总体战略目标,即经营目标实现资产规模20亿以上,销售规模突破
5亿元,净资产收益率大于5%,利税总额达到4000万;管理[^标实现供
排一体化的产业链,利用整合契机推进企业改革,改变经营机制。同
时,构建与集团战略发展规划和总体战略目标相匹配的业务组合体系,
S[J:集团核心业务,包含制供水、污水处理以及围绕供排水的相关业
务,为集团发展提供资金、技术及人才支撑,构建集团未来发展的管理
平台及品牌资源;增值业务,包含水服务、水务装备制造、水环境治理
和水务地产等业务,成为集团利润和重要组成部分和新的业务增长点,
提升集团品牌形象;衍生业务,包含水务运营管理服务、水质监测及相
关、城市污泥处理和湘江流域治理业务,经可行性论证后,发展成为集
团未来新的主营业务

ABSTRACT
With the development for decades, the market environment of China's
water industry is changing, and showing the trends of which a rapid
development of water supply, and the rapid growth of the scale; the rapid
development of sewage treatment, but the foundation is weak, the low rate of
treatment; water to speed up the reform of the market trend ; increased
industry consolidation, resources tend to focus on such trends. To streamline
institutional mechanisms, to gradually integrate the city's water resources to
achieve the asset capitalization for the row of integration, business group,
diversification of property rights, with the support of government policies
and resource injection, through optimal allocation of resources, business
processes restructuring, improving efficiency, capital operation, the group will
achieve the goal of bigger and stronger.
From the strategic management point of view, after introducing ZZ
municipal water development, the adoption of water development, strategic
environmental analysis in compliance based on business development,
integration of internal and external resources, and enhance their core
capabilities, and stronger water main principles of development under the
established committed to the sustainable development ability and become a
regional influence of the water environment industry developers group
development strategy.
Integration of resources in a clear, business extension, capacity building
of business ideas, the proposed group's overall strategic objectives, namely to
achieve business goals more than 2.0 billion asset size, sales volume exceeded
500 million return on equity greater than 5% of profits amounted to 40 million;
management objectives to achieve the integration of industrial chain for the

into the new core business in future.
