摘 要：随着我国国民经济的高速增长，我国各地方政府对公共基础
设施方面的投入力度不断加大。当前我国各级地方政府公共基础设施
项目在融资过程中普遍存在项目融资成本较高、融资渠道单一、融资
风险扩大且风险监管不足等问题。为了推进地方政府公共基础设施项
目融资模式的改革创新，提高政府公共基础设施项目的经济和社会效
益，对我国地方政府公共基础设施项目融资模式的优化展开深入研究
具有十分重要的理论和现实意义

本文采用理论分析与调查研究相结合的方法，通过深入长沙市政
府公共投资 H 项目施工现场考察、与项目管理人员座谈、查阅财务资
料等，对该项公共投资 H 项目融资模式的创新实践进行了调查研究，
通过对我国地方政府一般融资模式以及长沙市以往公共投资项目常
用融资模式的横向对比研究，详细分析了该 H 项目选择公司融资模式
的原因。最后，论文在结合长沙市 H 项目实际情况的基础上，提出了
该 H 项目选择公司融资模式的运作方式和必须解决的关键问题，例如
适时发行市政债券、引导社会资本进一步扩大投资、建立风险基金和
保险制度降低项目风险等

Abstract：With the rapid growth of China's economy, China's local
governments for public infrastructure investment continued to increase.
The current levels of local government infrastructure projects of public
higher prevalence of project financing costs, financing channels for a
single, expanded financing risk and risk issues such as lack of supervision
in the financing process. In order to promote the reform and innovation of
local government public infrastructure project financing model to
improve the economic and social benefits of the government's public
infrastructure projects, the optimization of our local government public
infrastructure project financing mode in-depth study has very important
theoretical and practical significance.
This paper studys the municipal government public investment
projects in the construction site visits, and project management staff
through in-depth discussion of Changsha, access to financial information,
etc., public investment projects on ground level of municipal government
financial management was investigated, analyzed the various problems of
the prefecture-level city government public welfare investment projects inIV
the financial management and in-depth analysis of the root causes of
these problems. Finally, the paper draw on the experience of developed
countries in the financial management of government investment projects,
combined with China's national conditions, proposed to strengthen the
welfare of the prefecture-level city government investment project
financial management countermeasures.
