摘 要
高速公路具有行车速度快、通行能力大、行驶效率高、安全舒适等优势，在
现代综合运输体系中占有重要地位。高速公路是经济社会发展的重要标志和助推
器，其建设情况反映着区域交通发达程度，乃至现代化水平。世界上第一条高速
公路于 1932 年在德国建成，我国第一条高速公路——沪嘉高速公路于 1988 年建
成，从此以后全国各地高速公路建设驶入快车道，通车总里程从第一年的 100 公
里飙升至 2014 年底的 11.195 万公里，总里程跃居世界第一

与高速公路的蓬勃发展不相适应的是，其运营管理能力却没有同步得到提升，
直接影响了高速公路运行和服务功能的良好发挥。受多元化的管理体制、运营主
体和交通管理体制不顺，建设成本攀升而盈利能力降低，路网分流、高铁冲击，
收费期限逼近、政策性减免扩大等因素影响，高速公路企业的持续发展受到限制，
亟需进行改革，通过有效整合资源，提高企业核心竞争力和综合效益

截至 2013 年底，Z 省交通集团旗下的高速公路在营运里程上已经达到 2546
公里，占 Z 省高速公路通车总里程的三分之二。与业内企业一样，Z 省交通集团
高速公路板块同样面临着资源分散，集约化程度不高，管理效率低下等内部弊病
以及外部环境压力。因此，开展资源整合很有必要，通过资源整合提高集团效益，
提升管理层次和竞争力。本文从经济、政策、社会、行业等方面研究了集团资源
整合的战略环境，并提出了整合目标和原则。本文探讨了集团高速公路板块资源
整合的具体措施，包括通过机构合并、组织优化、股权整合等优化重组现有的企
业资源结构，加强运营协同，实现主营业务模块的一体化运营，争取政府在政策、
资源上的支持等。同时，本文探讨了应从组织、内控、人力、文化、信息化等方
面做好支撑保障工作，为资源整合的顺利推进和企业持续健康发展保驾护航。本
文为高速公路行业开展资源整合，优化组合和合理配置资源，增强协同效应和可
持续发展能力提供有益借鉴
